Adam Smith International is bidding for a long-term technical assistance project in Ethiopia focusing on economic transformation in conflict and migration prone regions. The project will be funded by the European Union, and will run for four years.

About the project

The €3.5m “Technical assistance for Enhancing Economic Transformation in Conflict and Migration Prone Regions of Ethiopia” project comprises part of the overarching €36m EU NDICI Action, “Support to sustainable and integrated responses to forced displacement and labour migration in Ethiopia”.

The Specific Objective of the Technical Assistance project is to support and increase the ability of the local economy to create jobs for refugees, IDPs, returnees and host communities in existing and/or potential value chains. The overall programme covers areas of Ethiopia affected by conflict and displacement (namely Amhara, Afar, Tigray, Benishangul Gumuz, Somali, Gambella, Oromia) and prone to migration (same as above, also including the 3 Southern Regions). A core part of the work of the Technical Assistance Team will be to identify the geographical scope of the activities (regions and woreda level) for the specific objective of the contract.

This Technical Assistance project will support Implementing Partners to achieve programme results including:

  • Building market linkages amongst economic operators, including refugees, IDPs, returnees and host communities
  • Provision of tailored capacity building of relevant government sectors institutions and stakeholders to enhance quality of their support for livelihood activities
  • Strengthened collaboration and cooperation between the public and private sectors in economic initiatives including Gender equality and women’s and girl’s empowerment
  • Promote productive Diaspora investment through cost-sharing approaches to expand business opportunities
  • Develop and operationalise IT tools, platforms and services to facilitate information exchange, and business transactional services among local and cross-border communities

The TA will, among other things:

  • Develop partnerships and identify investments
  • Support the entities in building market linkages amongst economic operators, including refugees, IDPs, returnees and host communities
  • and will promote a Market System Development approach to create jobs and increase incomes.

About the role

The MEAL Expert will lead the development and management of a results framework for the programme. This will include working with other team members and programme stakeholders / Implementing Partners in the definition of objectively verifiable indicators (OVIs) during the inception phase, and ensuring the appropriate systems and tools are in place for monitoring and reporting against agreed indicators on an ongoing basis (most importantly, as part of the TA’s six-monthly progress reporting cycle).

This role will be a part-time position, requiring a time commitment of just over 50% (approx. 480 working days over four years). The post will be based in Addis Ababa, Ethiopia. Travel to other regions throught Ethiopia is also foreseen.

Formal requirements:

Qualifications and skills:

  • Master’s Degree in statistics, economics or a relevant, directly related discipline, or, in its absence, equivalent relevant professional experience of minimum 10 years.

General Professional Experience:

  • Minimum 5 years professional experience in designing and/or implementing MEAL systems and tools for donor-supported programmes;
  • Minimum 5 years professional experience in Africa is a requirement. Relevant experience in Ethiopia would be an advantage;
  • An excellent verbal and written command of English is required

Specific Professional Experience:

  • Minimum 3 years of experience relating to MEAL in forced displacement contexts
  • Minimum 3 years of experience relating to MEAL capacity development (development of MEAL package, training, capacity building, coaching).
