The MEAL will lead provide strategic direction, leadership and oversight to the Senior Management Team enabling the execution of the organisation’s mission and vision. Enhancing quality implementation and programme development to achieve breakthrough solutions within Integrated Water Resource Management, FSL, Education, resilience, climate change and triple nexus bringing immediate and lasting change in the lives of the women, men, and children we serve. LM was founded in Sweden in 1958 and is today an international aid organisation headquartered in Vällingby, Stockholm. We are present in around 30 countries and work on long-term aid efforts to combat poverty, with a focus on livelihoods and food and nutrition security, health, education, and water and sanitation. We also operate in fragile states and conflicts and provide emergency humanitarian assistance.
Your main responsibilities will include:
- Strategic Planning: Lead the process of conducting assessments to inform the design of the country strategic plan. Participate in formulating the strategic plan for activities and ensure that there is a mechanism to track its implementation.
- Reporting: Generate information on project/program performance that forms a clear basis for decision-making and project/program management. Ensure greater accountability to all stakeholders regarding the use of resources entrusted to the organization. Participate in writing project progress reports. Document lessons learned and ensure their dissemination to various stakeholders.
- Project development and proposal writing: Participate in the development of project proposals and ensure that project objectives and indicators are clear, coherent, and measurable.
- Monitoring, Evaluation, and Learning: Lead the establishment of an effective monitoring, evaluation, and learning system. Promote institutional learning and knowledge sharing to enhance continuous program quality improvement and development. Conduct quarterly project M&E visits to all field offices and submit monitoring reports clearly showing project progress. Review Terms of Reference (ToRs) for project evaluations and participate in reviewing consultant submissions. Review and approve project evaluation reports.
- Capacity Building of local partners: Strengthen the MEAL capacity of LM’s national and International staff. Provide capacity-building support to LM’s partner organizations in MEAL.
- Networking: At the request of the Program Manager, attend collaboration and sector coordination meetings. Identify and recommend networks, consortia, or organizations for potential collaborations. Upon request from the Country Director or Program Manager, represent LM in formal and contractual matters with government departments and services.
- Identification of Local Partner: At the request of the Program Manager, conduct assessments of existing and potential local partner organizations.
We are looking for someone who:
- Holds a minimum of 5 years of experience working with INGOs, including strategic planning, program and proposal development.
- Has experience working with donors such as Sida, DANIDA, EU, ECHO, UNICEF, UNHCR, IOM, ECW, FCDO, BMZ, pooled funding, and USAID.
- Has previous experience living and working in conflict-affected, transitional, or humanitarian crisis environments, preferably in an African country.
- Has proven experience in managing complex, high-paced, and challenging MEAL programs in developing countries.
- Possesses strong skills in working within diverse teams, including supervising and training national personnel.
- Has experience with humanitarian principles, standards, program development, implementation, and comprehensive monitoring, evaluation, accountability, and learning (MEAL).
- Has financial management experience, including budgeting and reporting.
- Is fluent in both written and spoken English.
- Has experience in writing and reviewing grant proposals and reports.
- Has high proficiency in computer programs such as Office 365, including Outlook, Word, Excel, Teams, and mobile applications.

Extra qualifications that are a plus:
- A Master’s degree or equivalent in development studies, international relations, public administration, or a technical field relevant to our thematic priorities.
- Experience in the water, FSL, and education sectors is highly desirable.
- Proficiency in Arabic.
Terms of Employment:
- Start Date: As soon as possible.
- Location: Based in Port Sudan, with travel to all accessible parts of Sudan and internationally.
- Duration of Commitment: 2 years fixed-term with a 3-month probation period and the possibility of extension.
