Member Relations Coordinator, Coalition of Finance Ministers for Climate Action

The Coalition of Finance Ministers for Climate Action (the “Coalition”) was established in 2019 and is based around the six Helsinki Principles, which all countries endorse upon joining the Coalition. The World Bank’s Climate Change Group, along with the International Monetary Fund (IMF), host the Secretariat for the Coalition. The Secretariat brings together people and knowledge from other groups within the World Bank and the IMF in its support for the Coalition’s work.

Roles And Responsibilities:

The Coalition is growing fast and is soon expected to reach 100 member countries. At the same time, members’ expectations towards enhancing the Coalition’s work are rising, especially in peer exchange, knowledge sharing, capacity building and impactful policy implementation.

The Program Officer will be responsible for member relations coordination and should have a strong knowledge of the Coalition’s operational principles, evolving directions, and the roles played by Finance Ministries. Technical expertise in climate-related economic policies and Finance Ministries’ tools and policy mechanisms is needed for this position. The candidate must be a tactful facilitator of political dialogues for different stakeholders, hold excellent relationship-building and networking skills, have a strong organizational and program management abilities, and be able to offer strategic advice to Co-Chairs and members. The Program Officer will play a multifaceted role, that effectively balances technical service provision with coordinating and organizing workstreams and other key member engagement-related activities of the Coalition’s work program.

The Program Officer is expected to:

  • Take responsibility of the Secretariat’s regular member-oriented activities, including: responding in a timely manner to any member requests for information or support, onboarding and activating new and existing members, managing regular communications to members, overseeing the process of  developing the work plans of Coalition workstreams, creating and facilitating member engagement in working groups, ensuring the orderly and timely preparation and running of Coalition regular meetings with members and Co-Chairs Deputies and their teams.
  • Support the practical preparations for Coalition Ministerial meetings (at least three annually), including preparing written material production.
  • In coordination with the Co-Chairs, take the lead in setting up and executing the monthly Coalition Deputies meetings.
  • Support the Co-Chairs’ teams in international forums by following events and engaging with stakeholders. Identify opportunities and foster synergies between the Coalition’s strategic priorities and discussions in different forums.
  • Monitor members’ engagement in international initiatives and analyze their climate-related indicators and policy implementation.
  • Assist members in accessing and utilizing institutional partners’ knowledge and products upon request, aligned with the work program and capacity building catalogue. Collaborate with workstream coordinators to organize events and workshops.
  • Support and facilitate coordination among the workstreams to share best practices and knowledge.
  • • Support and help coordinate the Coalition’s support initiative on NDCs (Helsinki Principle Working Groups 1 & 6) in close collaboration with the NDC Partnership as institutional partner.
  • Engage actively with member countries and institutional partners to better understand the new and upcoming policy ideas and solutions not yet known to members – and integrate these into work program plans, workshops, and Coalition outputs such as policy notes.
  • Offer members training and guidance in their engagement as members of the Coalition, including by organizing quarterly sessions on opportunities to engage with the Coalition and shaping and managing an effective onboarding process for new and inactive members.
  • Engaged in enhancing the value proposition of the Coalition for its members and streamlining the member onboarding process, which includes refining communication materials such as flyers and member application procedures.

Selection Criteria:

Minimum Education/Experience:

  • Possesses Master’s degree in finance, economics, or similar field relevant to the Coalition’s mission. Prior experience working directly in the finance ministry or with the Coalition is desirable.
  • Minimum of 5 years of relevant experience in environmental/climate finance engaging with relevant stakeholders, such as governments, private sector, multilateral development banks, multilateral and bilateral development agencies, and other organizations in the sustainable finance space.
  • Experience writing papers, briefs and talking points on climate finance topics; having academic publications on the topic of environmental finance or policy is preferred.
  • Coordination skills and experience liaising with different stakeholders and groups at the global and within intergovernmental structures and proven capacity to explain complex issues to various audiences.
  • Experience writing papers, briefs and talking points on climate related economics.
  • Demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences and to otherwise cultivate effective, productive client relationships/partnerships.
  • Demonstrates ability to think strategically, see the big picture, and to rapidly analyze diverse information from varied sources.
  • Demonstrates ability to manage teams, to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.
  • Demonstrates ability and the necessary organizational skills to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, balance competing demands and achieve agreed-upon results.
  • Excellent oral and written communications skills in English.
