Job Purpose:

Oxfam is seeking a highly experienced, capable, and adaptable humanitarian to join its Regional Humanitarian Team in the MENA region. This post holder will serve two key functions:

  1. Deploy to Oxfam country programmes as a humanitarian manager in new emerging responses and to fill gaps in key posts in on-going responses as a humanitarian programme manager.
  2. In between deployments, the post holder will provide direct technical support to Oxfam humanitarian programmes in the region with a focus on MEAL, and/or Emergency Preparedness, specifically on needs assessments, analysis of data, trend and risk analysis and project design and development. The second capacity for this role is flexible can depends on the profile of the successful candidate; meaning it may be more heavily focused on MEAL support or emergency preparedness support

REPORTING LINES:

Post holderreports to: MENAOI Regional Humanitarian Coordinator in coordination with the regionalhumanitarian team (Wash and protection)

During deployments, the post holder will report within the line in the country of deployment.

**Staff reporting to this post:**None. During deployments as gap filling, will manage the reports as per the country organigram

DIMENSIONS:

  • To deploy to humanitarian responses as a programme manager or coordinator to support scale up or gap fill critical HR gaps in the region.
  • To support the development and implementation of country contingency and preparedness plans
  • To support countries on programme quality of humanitarian programming through dedicated MEAL support, focusing on assessments, monitoring, and data analysis to inform programme design and learning.

KEY RESPONSIBILITY:

Deployments

  • Surge support to countries: The post holder will deploy to countries as a humanitarian manager or coordinator, taking on responsibility for delivering quality, life-saving humanitarian programmes that are safe, feminist, locally lead and empower local communities and are in line with the Core Humanitarian Standards
  • Humanitarian programme management, including programme design, start up, daily implementation and project close out, experience managing budgets.
  • Coordination of and delivery of agreed plans or strategies.
  • Maintaining and frequently updating analysis of humanitarian and development situation in area of operation and use this analysis to inform interventions.
  • Developing and monitoring Programme strategies and objectives.
  • Ensuring a high quality, multi-sectoral approach, aiming at reaching Sphere standards, with a strong focus on quality and accountability
  • Representing Oxfam to government officials, UN agencies and other NGO staff at field level as appropriate and at national level by delegation from Country Director and from the Humanitarian Country Team.
  • Actively engages in proposal writing and budget development for programme growth within the area assigned.
  • Ensuring narrative reporting and financial accounting as appropriate.
  • Ensuring budgets are drawn up for all activities, and that costs are kept within budgets, providing a monthly financial summary to the country co-ordination forum including trends and analysis where appropriate.
  • Providing regular, consistently high-quality reports on programme and projects by ensuring that proper monitoring is included in all work.
  • Ensuring that the programme is implemented in a consultative, participative and gender sensitive way.
  • Team management inline with Oxfam policies and values

MEAL support to countries

  • Data analysis, assessment designs and log-frames: the post holder will support programmes in the region to conduct new needs assessments in humanitarian settings and analyze this data in collaboration with country teams to design appropriate responses to the identified needs as such guiding the development of response plan. A key feature of the role will be to provide tailored capacity building to country teams in this area of work.

Preparedness

  • Supporting the RHC on emergency preparedness across the region. and tracking updates and reviews of emergency preparedness levels across the region
  • Deliver training and workshops on emergency preparedness including emergency simulations.
  • Support the responses within the region, in line with Oxfam global humanitarian approach, namely promoting Safe Programming, Community Engagement, Feminist Approach and Local Humanitarian Leadership

SKILLS AND COMPETENCE:

  • Ability to deploy at short notice to areas affected by crisis and support the rapid scale up of humanitarian programmes to meet lifesaving needs of affected people.
  • Management skills: deployments usually involve managing a team to deliver the work, the candidate will need to demonstrate management competencies, of international and multi-cultural teams, in difficult and stressful environments.
  • Behavioural skills: all deployments require the individual to successfully work with and mentor others often under challenging circumstances. The candidate should demonstrate competencies around “listening and creating dialogue” and “working with others” as well as networking skills.

Essential skills required for the role.

  • At least 5 years experience of managing and coordinating large-scale emergency programmes in complex environments.
  • In-depth understanding of relevant humanitarian principles and policies
  • Excellent teamwork skills, and a track record of building trust within and empowering large, diverse teams, also including remote management.
  • Proven influencing, negotiating, and networking skills with internal and external audiences. Confident high-level representation and coordination skills.
  • Analytical and strategic planning skills.
  • Experience in humanitarian architecture.
  • Proven financial management skills and experienced in managing compliance in large-scale programmes.
  • Ability to take initiative and make decisions with limited support in fast moving environments.
  • Ability to deploy at short notice to areas affected by humanitarian crises.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Ability and willingness to work under pressure and in challenging and insecure environments.
  • Good communication skills
  • Good written and spoken English.
  • At the interview, shortlisted candidates will also be assessed on our values and organisational attributes, as outlined above.

  • Proven experience of emergency work in conflict/post conflict situations with an in- depth understanding of relevant humanitarian issues.
  • Experienced in leading a response within the UN cluster system.
  • Strong understanding of key indicators for humanitarian settings, sphere standards,
  • Able to travel in short notice to MENA countries to provide support to countries in crises in sometimes insecure environment.
  • Proven experience in delivering engaging capacity building workshops and on-job mentoring in areas of expertise.

Desirable

  • Knowledge and experience of working in resilience, disaster risk reduction and disaster preparedness programmes.
  • Experience working with partnerships and community-based groups.
  • Arabic language
  • Experience with emergency preparedness
