MIS Consultant-National: Livelihood Empowerment Against Poverty (LEAP) Programme

UNICEF works with the Government of Ghana to design policies and services aimed at providing a safe and inclusive environment for children. Since 2008, UNICEF has supported the Government of Ghana to design and implement the LEAP Programme. The Livelihood Empowerment Against Poverty (LEAP) Programme is a social cash transfer programme, which provides of cash to poor households to empower the poor and vulnerable populations to “leap” out of poverty.

It is targeted at extremely poor families with the following four specific categories of persons: The elderly (65 years and above without any productive capacity), orphans and vulnerable children, persons with disabilities who are unable to work and pregnant women and infants under 12 months old.

How can you make a difference? 

Scope of Work

The scope of this assignment is to provide tailored technical backstopping to the LEAP Management Secretariat over eleven-months throughout the LEAP reassessment period and enhance the capacity of the LEAP MIS staff to effectively utilize the LEAP MIS to ensure that no one is left behind as the LEAP database is transitioned to GNHR as part of the LEAP reassessment. Work assignment include the following

  • Undertake Data analysis on LEAP & GNHR data integration to inform adjustments to the LEAP MIS for effective operation.
  • Facilitate technical engagement with stakeholders of the LEAP reassessment based on analysed data on LEAP – GNHR targeting/enrolment statistics.
  • Updates to LEAP MIS enrolment module to include data segregation by gender and qualified category as well as membership coverage (1 member, 2member, 3member and 4+ members HH) using filter option and HH membership.
  • Update the payments module to add cashout data import and analysis functionality; payroll extraction and download and relevant payment reports.
  • Update the Case management module of the LEAP MIS to support enrolment data upload and retrieval as and when household membership changes.
  • Integrate LEAP case management module with the Single Window Citizens Engagement Services (SWCES)
  • Provide training to LEAP MIS team on all updates to the modules and API configurations.
  • Provide technical guidelines to the renewal and updates to server software and apps.
  • In consultation with the M&E head of the LEAP programme, develop management dashboard based on indicators to be provided by the LEAP management to enable the M&E team to generate and update all dashboards with real-time statistics

 

Deliverables/Outputs

  • A report with guidelines for modification of the LEAP MIS based on data analysis undertaken on the LEAP & GNHR integration.
  • Report indicating leading roles and contribution to at least 2 strategic meetings on LEAP eligibility with the MoGCSP management and Development partners and 5 technical discussions on the LEAP reassessment with the LEAP and GNHR teams.
  • LEAP MIS enrolment module updated with data segregation reporting enabled.
  • LEAP MIS Payment module updated for users to generate relevant payment reports agreed with Management.
  • LEAP MIS Case Management module updated to support, with audit trail, all case updates and generate relevant enrolment reports to be agreed with the Management of LEAP.
  • LEAP MIS and SWCES MIS integrated to support data interoperability on cases and their status.
  • LEAP MIS team training report endorsed by the LEAP Management Secretariat (LMS) Programme Manager.
  • Guidance Note and written confirmation of understanding by the LEAP MIS team on how to manage the server software and apps.
  • LEAP MIS Dashboard generating relevant management reports agreed with LEAP Management.

To qualify as an advocate for every child you will have… 

  • Master’s degree in Computer Science, Computer Programming, Data Analytics or related discipline.
  • At least 8 years of experience in the design, development of large-scale Management Information Systems, computer programming and integration of complex data management systems.

  • Experience working with national social cash transfer programmes is an asset.

  • Demonstrated experience working closely with government partners and systems is required.

  • Excellent analytical, communication, facilitation and capacity building skills are required.

  • Ability to work independently and as part of a team.

  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
