Position Summary:

Are you a skilled Monitoring, Evaluation, and Learning (MEL) professional with a strong background in global health security? Do you have experience developing and implementing robust MEL frameworks? If you’re passionate about driving data-informed decision-making and improving program outcomes, we invite you to apply for the MEL Advisor position for our USAID-funded Global Health Security Activity in Jordan.

Major Responsibilities:

  • The Monitoring, Evaluation, and Learning (MEL) Advisor (MELA) will ensure the consistent implementation of MEL interventions throughout the activity’s duration.
  • The MELA Director will oversee the collection, analysis, and reporting of high-quality, accurate, and reliable data for all MEL-related aspects of the activity.
  • The MELA will spearhead the development and management of the MEL Plan.
  • The MELA will establish and maintain systems for data collection and lead the analysis to generate insights into the project’s inputs, outputs, outcomes, and impact.
  • Regular reviews of activity implementation will be conducted by the MELA, who will then communicate key learning points to USAID and other stakeholders.
  • This will support evidence-based decision-making to ensure project results.
  • Additionally, the MELA will collaborate with sub-grantees, providing feedback on data collection and indicator usage.
  • They will also analyze data reported by sub-grantees and facilitate training for M&E personnel in quality assurance methods

Minimum Qualification/Skills and Knowledge Requirements:

Education

  • Master’s degree (or equivalent) preferably related to statistics, population studies, social sciences, sociology, economics, management or relevant field of study.

Work Experience

  • Minimum of ten years experience in the field of monitoring, evaluation, learning, and research.
  • Demonstrated experience working within the field of global health security and One Health.
  • Demonstrated experience developing MEL frameworks to measure systems strengthening.
  • An understanding of Joint External Evaluation tool, State Party Self Assessment Annual Reporting Tool, and other international Monitoring and Evaluation tools pertaining to Global Health security is preferred.
  • Previous experience working on USG or other multilateral organization projects.

Language

  • Excellent interpersonal, writing, and English language skills.
