General Summary
This role is for a proposal the organization is currently working on. The M&E consultant will develop and adhere to a Performance Monitoring Plan (PMP), collaborate with stakeholders, design and distribute participant surveys, provide raw data reports, conduct data analysis, attend required trainings and meetings, submit data to the SAMS-D RPM Database, and produce periodic monitoring reports and a final evaluation report. The evaluation will also focus on providing recommendations for accountability to the stakeholders and donors, informing future intervention models and delivery approaches. The duration of this project is from September 1, 2024, to June 30, 2026.
Responsibilities:
- Performance Monitoring Plan (PMP): Develop and adhere to a plan outlining goals, objectives, and indicators for measuring program outputs and outcomes, aligned with the ECA Monitoring Data for ECA (MODE) framework.
- Collaboration with Stakeholders: Work with stakeholders to ensure M&E activities align with program objectives and requirements.
- Participant Surveys: Design, distribute, and collect participant surveys using the Qualtrics platform, covering program objectives and outcomes in English and translated languages.
- Raw Data Reports: Provide raw data reports in CSV format generated from Qualtrics and converted to the MODE Raw Data Submission Template, detailing survey responses and other quantitative data.
- Data Analysis: Conduct analysis of quantitative and qualitative data to assess program effectiveness and impact.
- Training Attendance: Attend required training and consult with MELI for data compatibility. Participate in MELI Community of Practice meetings.
- Submission of Data to SAMS-D RPM Database: Submit all relevant data, including raw survey data and monitoring reports, to American Voices for uploading to the SAMS-D RPM database.
- Periodic Monitoring Reports: Submit six-month reports detailing monitoring and evaluation progress, including MODE data results and conclusions/recommendations.
- Ad hoc Reports: Estimate and conduct two on-site visits after approval, with estimated consulting, travel, per diem, and air travel costs.
- Final Evaluation Report: Submit a comprehensive final report summarizing findings, analysis, and recommendations 90 days after the end of the award period.
Qualifications:
- Master’s degree in Public Health, Epidemiology, Statistics, or a related field.
- At least 7 years of professional experience in monitoring and evaluation.
- At least 7 years of work experience with Project Evaluation.
- Strong analytical skills and experience in data analysis and interpretation.
- Excellent communication, report writing, and presentation skills.
- Experience in engaging with in-country stakeholders and managing relationships with partners.
- Fluency in French and English.
