Background
DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from the Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates with a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to enhance both protection and economic recovery. Subsequently, in late 2018, DRC began its activities in the South West region of Cameroon in late 2019 to respond to the needs of forcibly displaced persons in the context of the Anglophone crisis, commencing humanitarian activities in January 2019. DRC operates in the Meme, Fako, Kupe-Manenguba and Ndian divisions with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter and NFI, while improving the protective environment and providing income-generating opportunities.
In 2023, DRC expanded its activities to the Far North of Cameroon to provide a response in terms of protection, positive peace, governance and economic resilience to the multidimensional and interconnected crises affecting the region.
Overall Purpose of the Role
- Responsible for conducting Monitoring & Evaluation activities within the areas of implementation. Participate in data collection, and support community accountability initiatives.
Tasks and responsibilities
Monitoring
- Carry out quantitative and qualitative data collection activities at field level
- Support the piloting of monitoring tools to be used during activities and assistance.
- Support in conducting distribution and post-distribution monitoring (including redemption of vouchers in selected markets) to ensure that activities respect and safeguard beneficiary safety and dignity and in line with ‘Do No Harm’
- Carry out data collection work for ad hoc assessments.
- Refer potential vulnerable cases to the protection team when relevant.
- Keep supervisor informed of any safety incident that might take place.
- Solve problems and conflicts that might occur during monitoring and respond to minor complaints coming from beneficiaries.
Reporting and information
- Support in submitting weekly and monthly reports to line management on achievements and challenges related to monitoring.
- Take quality photos of DRC activities when relevant.
- Produce periodic monitoring reports to ensure programs have accurate and useful data to inform project development
- Participate in internal evaluations of the program.
Accountability
- Ensure that the activities are compliant with DRC accountability principles.
- Support the implementation of DRC’s complaints mechanism including sharing information on the complaints
Experience and technical competencies: (include years of experience)
- Minimum 1 year of direct experience of monitoring and evaluation
- Training in quantitative methodologies, including database management preferred.
- Strong analytical skills and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning.
- Demonstrated ability and understanding to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, observations to name a few.
- Good verbal and written communication skills.
- Ability to analyze data and summarize it for a range of different audiences.
- Excellent skill in MS Word, Excel, and PowerPoint
- Ability to build support from staff across teams and members and to build others’ capacity.
- Proven ability to coordinate effective resource allocation to ensure quality programs.
- Experience of working within budget constraints.
- Experience of qualitative research techniques
Education: (include certificates, licenses etc.)
- Diploma in development economics, statistics, research methods, or a similar field or equivalent professional qualification and experience.
Languages:
- English-professional Competency is required
- Proficiency in local language (Pidgin English) is required
