Job Purpose:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible for overseeing and managing the monitoring, evaluation, accountability, and learning (MEAL) processes of the programs in Sudan. This role ensures that programme activities are systematically monitored, assessed, and reported. The MEAL Officer will directly contribute to programme quality by providing data, analysis of data and recommendations for improving the effectiveness and impact of interventions. The role includes regular coordination with the Global Operations Development Department to ensure alignment with organizational MEAL standards and practices.
Key Responsibilities:
- Organize and facilitate progress review meetings with program teams to assess the status of program activities, identify challenges, and recommend corrective actions.
- Plan, execute, and report on regular process monitoring visits to program areas to assess the implementation and effectiveness of activities on the ground.
- Conduct the data collection for project/program evaluation and research studies to assess the effectiveness, efficiency, relevance, and impact of the program interventions.
- Roll out Complaint Response Mechanism (CRM) in program area, including the dissemination of Information, Education, and Communication (IEC) materials.
- Implementation of the safeguarding mechanism to ensure the safety and rights of beneficiaries.
- Identify and document program success stories and case studies that demonstrate program impact and lessons learned.
- Ensure regular updates to the Strategy Tracker and collaborate with the team to ensure consistency in the data collection and reporting process.
- Ensure all program related activities align with the organization’s global result framework, standards, and best practices.
- Work closely with the Global MEAL Desk to ensure that MEAL practices and procedures are consistently followed across the program, including data collection methods, indicator tracking, and evaluation.
- Any other task assigned by the supervisor.
Skills and Qualifications:
Education:
- Bachelor’s degree in social sciences, International Development and, or related field. A Master’s degree in a relevant field is an advantage.
Experience:
- 2-3 years of experience in program monitoring, evaluation, accountability, and learning in development or humanitarian settings.
- Demonstrated experience in designing, conducting, and managing program evaluations, including both qualitative and quantitative methods.
- Familiarity with CRM systems, safeguarding practices, and data protection protocols.
Technical Skills:
- Proficiency in using M&E tools, frameworks, and data collection systems.
- Expertise in data analysis, report writing, and using data management software (e.g., Excel and Kobo Toolbox).

- Communication and interpersonal skills, with the ability to engage stakeholders at all levels.
