Salary range: 57,000 – 85,000 THB/Month (Commensurate with experience)

Position Overview

The Monitoring, Evaluation and Learning (MEL) Manager is primarily responsible for overseeing the MEL component within EarthRights’ Mekong Office. Support will include assistance with set up and maintenance of rigorous MEL systems and processes, support with data collection and analysis efforts to identify and report on results achieved, and assisting in program reporting, utilizing, and learning from data collected. The MEL Manager will also contribute to EarthRights’ capacity building efforts for staff and partners, particularly in designing and conducting MEL training in Asia.

Primary Responsibilities

  • Develop and implement MEL systems and plans in collaboration with program management teams, ensuring that programs are measurable and logically sequenced.
  • Provide technical support for EarthRights’ MEL efforts, primarily to Mekong Office staff, especially related to project implementation and closeout. Serve as a resource for Mekong Office staff to troubleshoot MEL challenges and issues and provide support to solve or address the challenges, as needed.
  • Foster a culture of adaptive management, evidence, and learning among team members by building their capacity to develop and maintain a robust MEL system.
  • Oversee and support data collection design, implementation and analysis for reporting on activities and results, while ensuring data quality through verification and routine checks.
  • Maintain a detailed MEL plan for EarthRights efforts, in particular providing for a system for monitoring and tracking indicators and overall results.
  • Lead and contribute to program/ project performance evaluations in the Asia region, support program teams with MEL learning systems, and promote iterative improvements to program implementation.
  • Create high-impact data visualizations to facilitate analysis and organizational learning.
  • Support program teams as they develop theories of change, logic models or result frameworks, and assist staff in updating them as required.
  • Partner with the Development Department on grant proposals and reports, adhering to EarthRights standards and documentation methodologies.
  • Oversee the dissemination of information on successful approaches, lessons learned, and program results to stakeholders.
  • Design and conduct training on MEL for EarthRights staff and partners, where needed.
  • Support EarthRights in engaging with donors and partners on MEL concerns.

Accountability

The MEL Manager is directly accountable for the following:

  • Effective implementation of the MEL system, supporting EarthRights’ program goals and fostering an adaptive management culture.
  • High-quality data collection, analysis, and reporting to inform decision-making and meet stakeholder expectations.
  • Timely and accurate reports that contribute to EarthRights’ fundraising efforts and donor relations.
  • Staff capacity building, ensuring access to the necessary tools and knowledge for program planning and MEL system implementation.
  • Continuous program improvement through iterative learning, evidence-based decision-making, and evaluation processes.

Competencies and Qualifications

  • University degree, preferably in international development, human and environmental rights, development management, monitoring and evaluation, or other relevant majors; Master’s degree is a plus.
  • Minimum of 5 years of experience in program development, MEL system management, data collection, validation, and staff capacity building.
  • Proficiency in MS Office Suite (Excel, Word, PowerPoint, Access) and data management software (STATA, SPSS, etc.).
  • Strong qualitative and quantitative data analysis skills, coupled with excellent writing and documentation capabilities for various communication products.
  • Experience in coordinating MEL processes across diverse programs, stakeholders, and geographic regions.
  • Proven expertise in creating and analyzing surveys, proposal writing, and grant reporting.
  • Detail-oriented, self-directed, highly responsible individual with multicultural work experience, and able to prioritize multiple demands and meet deadlines.
  • Is a team player, able to lead discussions in designing MEL tools and analyzing data and use various mechanisms to incorporate collective reflection and learning.
  • Proficiency in written and spoken English communication, including presentation, training, and facilitation skills.
  • Proficiency in Thai, Burmese, Khmer, or Vietnamese is a plus.
  • Must be based or willing to relocate to Chiang Mai, Thailand
