POSITION SUMMARY

Based in Seoul, the MEL Officer will design, refine and implement a comprehensive MEL framework and plan for the ALCBT project in line with approved project results framework, GGGI guide and system (GGGI online) and IKI guidelines and templates. S/he will create tailored MEL tools and approach for effective monitoring and evaluation of the ALCBT project, lead on internal and external reporting, and assess project activities and implementation experiences to compile lessons learned to develop project knowledge products and design knowledge sharing activities. The MEL Officer will also support the refinement of GGGI’s MEL methodologies in coordination with IEU, and regional portfolio MEL process and approach by working with Asia MEL and QA Senior Officer. The MEL Officer will report to the ALCBT Project Manager.

A critical aspect of the role is capacity building and training on MEL aspects especially for the ALCBT project team members; and supporting the organization/facilitation of country-level workshops focusing on various MEL components such as results presentation and promotion, survey design, data analysis and visualization, developing strong log frames etc.

PURPOSE

The MEL Officer will support the ALCBT project quality delivery through results-based management. S/he will lead the development and implementation of the MEL framework including gender and social inclusion considerations; design tools and approach to assess, capture and share results and lessons learned; conduct MEL trainings to ALCBT project team to ensure compliance with IKI and GGGI requirements; and support in managing project risks and challenges.

ENGAGEMENT
  • Reports to the ALCBT Project Manager with a dual technical reporting line to the Regional MEL Senior Officer
  • Liaise with IEU for strategic direction about operationalizing the organizational MEL framework and participate in the bespoke Community of MEL Practices.
  • Engages with ALCBT project team members, governments, partners, consultants, GGGI operations supporting staff, global technical leads to lead the design and operationalization of ALCBT project MEL framework and plan.
  • Liaise with other units of GGGI such as Strategy, Partnerships and other relevant GGGI staff and the donor, to ensure reporting requirements are being met per the GGGI Project Management Cycle Guidance and IKI guidelines and process.
DELIVERY
  • Develop, review, operationalize and refine a comprehensive MEL framework for the ALCBT project including gender and social inclusion considerations, ensuring alignment with overall project objective, GGGI MEL framework and IKI Guidelines on Project Planning and Monitoring.
  • Develop and/or improve internal reporting templates for ALCBT team’s monthly and quarterly meetings to ensure it captures required information for IKI and GGGI reporting requirements.
  • Coordinate with consortium partners, country teams and consultants on reporting requirements and gather required project information, including on gender and social inclusion aspects.
  • Ensure quality and timely submission of progress reports and completion reports to IKI and GGGI online.
  • Assists with internal and external reporting, including supporting the tracking of ALCBT country-level KPIs.
  • Provide the ALCBT Project Manager with timely guidance, advice and support to manage project risks and challenges.
  • Conduct information session and training for the ALCBT project team on MEL to ensure compliance with IKI and GGGI requirements.
  • Ensure that project stakeholders are aware of the IKI complaints mechanism.
  • Design survey forms and approach to assess and capture results of capacity building and knowledge sharing activities and trainings in line with the project indicators and report progress.
  • Develop lessons learned materials and design and conduct related knowledge and experience sharing activities by assessing project implementation activities and experiences and results.
  • Compile lessons learned and best practices from the ALCBT project, contributing to refining GGGI’s MEL framework and methodologies.
  • Support the training and development of skills and capacities of other staff members in the country office – such as developing strong project indicators, MEL plan design and operationalization, form building and design, data analysis and visualization and other relevant MEL skills, in coordination with the IEU.
  • Prepare regular, timely and quality overall project progress report in coordination with project team members and stakeholders, for the donor, government partners and other key stakeholders, as may be requested.
REQUIREMENTS
QUALIFICATIONS
  • An advanced university degree (master’s degree or equivalent) in economics, project management, engineering, development studies, monitoring & evaluation, environment science, climate change, sustainable development or related areas is required.
  • Certification in M&E/MEL/MEAL will be an asset.
  • A minimum of 8 years of experience in MEL including building and managing MEL frameworks, plans, tools and reporting systems, and relevant experience supervising data collection and data validation exercises, including building staff capacity.
  • At least 8 years of experience supporting the planning and successful delivery of international development projects in developing countries or emerging economies.
  • Demonstrable experience of logical framework (of IKI preferably and/or at least three different donors) and reporting methodologies, online reporting platforms, evidence and results-based monitoring methodologies, outcome mapping and database management, preferably applied in the context of developing countries and climate change.
  • Proven experience and knowledge in formulating mitigation and sustainable development indicators and interlocking approaches to logical frameworks.
  • Experience and a theoretical and practical background in qualitative and quantitative research methodologies and techniques are required.
  • Exceptional analytical and problem-solving skills, experience conducting statistical analyses using appropriate software, undertaking research, primary and secondary data collection, analysis and report writing.
  • Successful experience delivering capacity building and ToT sessions.
  • Excellent verbal and written English communication skills.
  • High proficiency in standard Microsoft Office.

PROJECT BACKGROUND

The Asia Low Carbon Buildings Transition (ALCBT) Project funded by the German Federal Ministry for Economic Affairs and Climate Action under the International Climate Initiative (IKI), seeks to significantly reduce GHG emissions by catalyzing nationwide transitions towards low carbon buildings in Asian countries. The Project is being implemented in 5 countries (Cambodia, India, Indonesia, Thailand, and Vietnam) for a duration of 5 years (2023–2028). The Project targets policy makers (national and state/city governments), building industry professionals (including ESCOs), financial institutions and universities/academia as beneficiaries to advance a low-carbon building transition of the countries. Its objective will be achieved through the development of standardized tools and systems for managing carbon emissions from the building sector and piloting them in project countries; enhancement of capacity for current and future building industry practitioners; establishment of financial pathways for low carbon buildings; and project knowledge sharing and promotion to facilitate replication and scaling up. The ALCBT implementation is led by GGGI together with consortium partners, namely ASEAN Centre for Energy (ACE), HEAT GmbH Habitat, Energy Application & Technology (HEAT), and Energy Efficiency Services Limited (EESL).
