GENERAL: Winrock is accepting applications for the Monitoring, Evaluation, and Learning (MEL) Officer for the USAID funded Solid Waste Reduction Program.
The goal of this five-year (2024-2029), USAID funded project is to reduce waste in communities and municipalities, leading to clean oceans in the DR. It will achieve a significant reduction in Greenhouse Gas (GHG) emissions by establishing composting of organic waste, reducing methane production, and by increasing plastic recycling rates, reducing emissions from the fossil fuels used to make virgin plastic.
POSITION SUMMARY: The MEL Officer will assist with the implementation of the MEL and Collaborating, Learning, and Adapting (CLA) activities.
The MEL Officer will support the data quality processes at municipal level and collaborate with the assessments, research, and evaluation related activities throughout the implementation. The MEL Officer will report to the MEL/CLA Director and will work closely with Winrock’s technical staff and implementer partners at municipal level. The MEL Officer will report directly to the MEL/CLA Director.
ESSENTIAL RESPONSIBILITIES: Assist the MEL/CLA Director in the effective implementation of the MEL plan. Provide support to ensure that Winrock and USAID MEL/CLA requirements are met.
Support MEL/CLA activities such as tools and procedures design, data collection, data quality assessments, update and validate information into the Management and information System (MIS), collecting success stories, and capturing learning information. Support the capacity building of the project staff and implementer partners to guide the use of MEL processes and tools.
Provide support for internal and external assessments, evaluations, and other learning studies throughout the implementation. Conduct regular field visits at municipal level to verify the data entry, quality control, safeguarding of the information and databases, among other MEL activities, and provide supportive feedback to the MEL/CLA about findings.
Provide supportive supervision and on-the-job training to partners Support the data collection related to Gender, Equity, and Social Inclusion (GESI). Collaborate to update and validate information into the Management and information System (MIS) designed to the project’s purpose.
Any other tasks assigned by the MEL/CLA Director.
POSITION QUALIFICATIONS
Education: Bachelor’s degree in social sciences, statistics, economics, or related field. Experience and technical skills: Minimum of three (3) years’ experience in MEL on social development projects.
Familiarity with climate change or clean energy and environment topics (desirable). Proficiency in databases or statistical software (Power BI, SPSS, R, STATA). Knowledge in both quantitative and qualitative data collection, data quality, and data collection tools design. Proficiency in Microsoft Office (Excel, Word, Power Point).
Written and oral communication skills in English (desirable). Experience working with international NGO and/or international donors preferred, especially USAID. Fluency in English and strong written English is required. Other skills required: Analytical skills.
Strong sense of organization, confidentiality, responsibility, and initiative Ability to work in a diverse and multicultural team. Proactive thinking and ability to work independently. Ability to handle multiple tasks. Attention to detail and consistency. Experience with community outreach.
OTHER: This position is not eligible for expatriate benefits and follows a Dominican Republic salary scale.
