How can you make a difference?

The Young People’s Resilience, Connectedness and Empowerment (Young People’s) section of UNICEF Thailand Country Office is seeking a qualified individual national consultant to develop a guidance document on how the private sector can motivate and retain first jobbers. This document will be shared with UNICEF’s key partners, including the Ministry of Labour and other relevant stakeholders from both the public and private sectors, to support the development of career guidance and training programmes for young people who are either transitioning into the labour market or have just begun their careers.

 

Work Assignment:

• Participate in a kick-off meeting with relevant stakeholders, including UNICEF’s Partnerships and Young People’s sections, the Global Compact Network Thailand, the Ministry of Labour, and other stakeholders as appropriate, to understand the background of this assignment, agree on a plan of action, and identify potential stakeholders for the key informant interviews.

• Conduct a review of good practices of companies, both in Thailand and overseas, that have dedicated programmes for motivating and retaining first jobbers/entry-level workers.

• Identify at least 4 case study examples of good practice programmes (1-2 from Thailand and 1-2 from overseas).

• Conduct at least 5 key informant interviews, and one focus group discussion with at least 8 young people.

• Prepare a guidance document on motivating and retaining first jobbers (30 pages max). The document should include:

– Introduction (outlining the background and objectives of the assignment)

– Best practices from overseas, identifying success factors.

– Best practices from Thailand, identifying success factors.

– An analysis of trends from the good practices identified, key difficulties young people face in retaining their job for a long time, as well as factors that motivate them to stay longer.

– Recommendations for stakeholders in Thailand.

• Prepare a PowerPoint presentation based on the guidance document and hold a presentation session with relevant stakeholders.

Deliverable 2: Final guidance document.

Deliverable 3: PowerPoint based on the guidance document and a presentation session with relevant stakeholders.

Payment will be made upon invoice submission highlighting completion of deliverables as per the below schedule.

Duty Travel:  The consultancy can be performed remotely. No travel is expected.

 

To qualify as an advocate for every child you will have…

• An advanced university degree in one of the following fields is required: human resources management, education, labor economics, anthropology, psychology, sociology, or another relevant technical field.

• At least 10 years of working experience in human resources development/management.

• Proven track record in conducting similar assignments related to youth skills and employability initiatives.

• Proven ability to produce high-quality technical reports with demonstrated experience in content management, editorial work, and writing, along with the ability to map, analyze, and present data in a clear and concise manner.

• Fluency in Thai and English with excellent English writing skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
