Children in Azerbaijan face a serious threat from landmines and explosive remnants of war (ERW) in conflict-affected regions. These explosives endanger the lives and livelihoods of local population and returning communities. Since the 2020 ceasefire, mine explosions and ERW incidents have tragically claimed 68 lives and injured 293, including 10 children.
The Government of Azerbaijan has resettled over 8,000 internally displaced persons (IDPs) to their native places and plans to resettle over 150,000 by the end of 2025. Providing comprehensive Explosive Ordnance Risk Education (EORE) is crucial to mitigating the risks associated with landmines and ERW. EORE promotes safe behaviors among populations, including children, living in areas contaminated with explosive ordnance. Without intensive EORE interventions, the number of casualties caused by explosives is likely to increase.
Therefore, UNICEF is seeking a consultant or consultants who can provide and facilitate capacity-building activities for young return volunteers and groups of young people in Explosive Ordnance Risk Education (EORE).
The primary purpose of this activity/assignment is to equip young return volunteers and groups of young people with the necessary skills and knowledge to effectively deliver life-saving Explosive Ordnance Risk Education (EORE) messages to recently relocated internally displaced persons (IDP) communities. By building their capacity, UNICEF aims to foster a sustainable and community-led approach to risk education, ensuring that critical information about the dangers of landmines and explosive remnants of war (ERW) reaches those most at risk. This initiative will contribute to reducing casualties and promoting safe behaviors in conflict-affected areas.

How can you make a difference? 

Scope of Work:
1. Capacity building activities of young return volunteers in in delivering effective Explosive Ordnance Risk Education (EORE) to at-risk communities, particularly those recently relocated internally displaced persons (IDPs).
2. Facilitate EORE activities within the communities, including awareness training sessions, talks, discussions, and information distribution to residents by the trained young return volunteers in Tartar, Zangilan, Fuzuli, Lachin, Shusha and Khojaly districts.
3. Provision of photo and video services throughout the training days.

    Conduct capacity building activities for young return volunteers to equip them with the skills and knowledge required to deliver effective Explosive Ordnance Risk Education (EORE) to at-risk communities, especially those recently relocated internally displaced persons (IDPs). The activities should include practical training sessions, role-playing, and interactive modules.

    Training sessions held, with attendance records and feedback collected from participants.

    6 days

    Facilitate EORE activities within the communities, including awareness training sessions, talks, discussions, and distribution of information to residents. These activities will be led by the trained young return volunteers in Tartar, Zangilan, Fuzuli, Lachin, Shusha and Khojaly districts.

    Detailed reports of community based EORE activities conducted, including the number of sessions, participants, feedback, and impact assessments.

To qualify as an advocate for every child you will have… 

  • A bachelor’s degree or higher in a relevant field such as Education, Skills building, behaviour change, social sciences and teaching.
  • At least 5 years of professional work experience in the field of social work, child/adolescent development, and/or support to volunteer/youth activities.
  • Understanding of EORE principles, methodologies, and best practices.
  • Proven experience in training and capacity building, particularly with young people and community volunteers.
  • Strong organizational and time management skills to effectively plan, execute, and monitor training activities. Excellent communication and facilitation skills to engage and motivate participants effectively.
  • Experience in working with developmental partners, including UN, and governmental partners.
  • Previous work experience in conflict-affected or post-conflict regions.
  • Previous work experience with NGOs and volunteers. 
  • Excellent Azerbaijani communication and writing skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
