Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women’s goal in Liberia is to promote women’s human rights and gender equality which are key in sustaining and furthering achievements in stability and development. In this regard, its programming in the Country is connected to five corporate priority areas: women’s leadership and political participation (WPPL); enhancing women’s economic empowerment (WEE); engaging women in all aspects of peace and security processes (WPS) and advancing women’s rights to live free from violence (VAW) and Gender Responsive Governance. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.
Under the Direct Support stream of the Rapid Response Window (RRW), the WPHF is seeking the services of a consultant (individual/institution), to facilitate two community consultations and one government dialogue in three different counties, in Liberia. The selected consultant will work in close coordinating with UN Women Liberia and the civil society organization “Disabled Children and Female Empowerment Network” (DCFEN), based in Liberia.
The intervention aims at identifying and addressing barriers that are hindering or preventing the participation of women with disabilities from the implementation of the 2003 Accra Comprehensive Peace Agreement in a participatory manner. The work consists in facilitating 2 stakeholders’ dialogues in Grand Bassa and Grand Cape Mount to collect the views of stakeholders on the inclusion of women with disabilities in the process for monitoring the implementation of the 2003 Accra Agreement, producing a policy brief for use in advocacy for the inclusion of women with disabilities in monitoring the implementation of the 2003 Accra Agreement, and facilitating an advocacy dialogue with stakeholders to demand action based on strategic recommendations highlighted in the policy brief.
The consultant will be reporting to the Programme Technical Specialist, UN Women and will be supported by the Programme Analyst, who will be the point of contact on the contract and payment issues.
Duties and Responsibilities
The consultant will be expected to facilitate the following:
- Produce a detailed inception report with details on the methodology for completing the requested assignment.
- Facilitate one (1) consultation meeting for 50 participants in Grand Bassa County to get women perspectives and priority recommendations on the inclusion and participation of women with disabilities in monitoring the implementation of the 2003 Accra Comprehensive Peace Agreement
- Facilitate one (1) consultation meeting for 50 participants in Grand Cape Mount County to get women perspectives and priority recommendations on the inclusion and participation of women with disabilities in monitoring the implementation of the 2003 Accra Comprehensive Peace Agreement
- Produce and present, in a stakeholder’s dialogue, a policy brief on the participation of women with disabilities in the implementation of peace agreements in Liberia, informed by perspectives and priority recommendations collected from the 2-stakeholder consultation meetings.
- Facilitate one (1) Stakeholders Dialogue in Montserrado County for 75 participants to advocate for the implementation of recommendations made during county-level consultations and secure the commitment of policy makers towards the inclusion of women with disabilities in monitoring the

This is a home-based consultancy and as part of the assignment, there will be trips to Grand Bassa and Grand Cape Mount counties.

Required Skills and Experience
Education
- Master’s degree in Gender and Development studies, Law, and other related field
Expierence
- 3-5 years’ experience in socio-economic research, with demonstrated experience in policy development, policy analysis or advocacy for inclusive policies in peacebuilding and recovery contexts.
- Proven ability to write clear and effective papers and reports.
- Sound expertise in gender equality and women’s empowerment
- Experience in working with people with disabilities is an added advantage.
- Good knowledge on the Liberian context is essential.
- Excellent English communication and writing skills; (Samples of previous work will be required.)
Languages:
- Fluency in English is required.
- Knowledge of any other UN official language is an asset.
