National Consultant for Integrated ECD and Adolescents Social and Behaviour Change (SBC) outreach (12 Months),Dar es salaam(20 days in MINSK and Kagera)

The UNICEF Tanzania Country Office is looking to engage a national consultant to provide technical support to the design and delivery of evidence informed social and behaviour change (SBC) interventions for ECD and Adolescent programmes. Under the direct supervision of the SBC Manager, the consultants will coordinate evidence-based SBC outreach for Social and Behavior Change (SBC) in ECD and Adolescents.

UNICEF Tanzania deploys Social and Behavior Change (SBC) as a cross-cutting programme strategy that analyses and addresses the cognitive, social, and structural determinants of individual practices and societal changes in both development and humanitarian contexts. SBC uses the latest in social and behavioral sciences to understand people, their beliefs, their values, the socio-cultural norms, and the economic and institutional contexts that shape their lives, to engage them and increase their influence in the design of solutions for change using human-centred processes.

Under the overall supervision of the SBC Manager, the SBC consultant will provide technical support to government and UNICEF partners in developing a systematic, planned and evidence-based strategy and process for SBC as an integral part of programme development, planning and implementation to support the health and well-being of children in Tanzania. The consultants will coordinate evidence-based SBC outreach for Social and Behavior Change (SBC) in ECD and Adolescents.

How can you make a difference? 

Expected Results
  1. Lead the comprehensive S&BC situation analysis of social, cultural, economic, and political issues in the country/region for ECD and adolescents.
  2. Produce evidence-based strategies and test, produce, and use quality S&BC materials, organize events and activities to ensure community engagement and participation, and maximum outreach and impact on Behavior and social change.
  3. Conduct community outreach to address negative social norms that impact community development and increase awareness of children and adolescent rights for boys and girls including those with special needs in collaboration with MoEST, MCDGEC, MOH, MWE, PORALG, MoICT as well as UN and development agencies in preparedness and responding to public health emergencies.
  4. Co-lead the RCCE pillar to ensure timely and accurate information exchange on RCCE interventions within empowering and building the resilience of communities to shock and promotion of measurable behavioral and social change to reduce vulnerability and maintain positive gains made in areas of WASH, health, nutrition, education, and child protection among others.

Adolescent girls and media and community engagement and ECD: Co-design a programme and community outreach to lead online and offline media campaigns to elevate the visibility, impact, and reach of SBC employing innovative strategies to capture parents’ caregivers and adolescents as audience segments.

PAYMENT SCHEDULE: UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory if work/output is incomplete, not delivered or for failure to meet deadlines.

ASSESSMENT / SELECTION PROCESS AND METHODS: Evaluations: The applicant should submit both technical and financial proposals which stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fees, travel costs, and accommodation as UNICEF will not pay any DSA.
Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure the quality attainment of each deliverable and the consultancy in totality. The financial part will take 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travel and accommodation) and eventual total consultancy cost.

TRAVEL: Consultative meetings and technical reviews in the following supporting regions:
1.Dodoma – 5 Trips
2.Mbeya/Songwe – 4 Trips
3.Kigoma – 2 Trips
4.Tabora – 2 Trips
5.Zanzibar – 4 Trips
Each trip is estimated to be 3-4 days.

A weekly catch-up call will be conducted to assess deliverables and address implementation challenges

To qualify as an advocate for every child you will have… 

  • University degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, public health, journalism, or another relevant technical field.
  • A minimum of five years of professional experience in one or more of the following areas is required: social development programing, communication for development, public advocacy, or another related area. Experience in RCCE interventions is an added advantage.
  • Proven track record in crafting content that aligns with UNICEF’s strategic priorities.
  • Demonstrated experience creating knowledge products and training initiatives targeting youth, community stakeholders, and partners.
  • Exceptional communication abilities, with a history of effectively engaging varied audiences.
  • Strong commitment to embodying and advancing United Nations values in accordance with the UN Code of Conduct.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required. Knowledge of a local language – Kiswahili is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
