UNICEF Albania is seeking a communication consultant to support the Directory of Anti-Trafficking and Migration at the Ministry of Interior. The communication consultant will provide technical support to MoI for the implementation of communication related tasks included in the National Action Plan on Anti-trafficking 2024 – 2025. The assignment is envisaged under ‘Transforming the National Response to Human Trafficking in and from Albania’ implemented by UNICEF Albania and funded by the UK government, in close collaboration with Ministry of Interior.

How can you make a difference? 

The consultant will be supervised by the Child Protection Specialist in UNICEF Albania office and will work in coordination with the General Director for Migration and Asylum Development at the Ministry of Interior. He/ she will be accountable for developing, implementing, and monitoring a detailed plan of Communication for the Directory of Anti-Trafficking and Migration at the Ministry of Interior. Close monitoring of tasks to ensure the quality of the deliverables will be undertaken by the UNICEF Child Protection Officer.

The different professional, technical contributions will include:

  1. Development of a strong visual identity, communication narrative and communication and Visibility Plan for the Directorate.
  2. Conception, development, implementation, monitoring of evidence-based communication tools and products (both social media and traditional media) in relation to the communication plan endorsed by the general director.
  3. Active communication with the respective governmental, non-governmental and civil society stakeholders involved in the implementation of the National Action Plan on Anti-Trafficking 2024-2025 and to regularly inform on and ensure a mainstreamed conveyance and implementation of the communication plan.
  4. Active internal coordination within MoI to ensure coherence between the communication plan of the Directorate and the overall communication plan of MoI.
  5. Planning, organization and conduct of public events, launches and roundtables within the framework of the communication plan.
  6. Dissemination of information activities to the relevant stakeholders and the whole public.
  7. Ensure regular social media footprint of the Directorate.
  8. Assist in the designing and production of communicational materials (e.g. photography, briefing notes, fact sheets, etc.).

 

 

 

 

 

 

 

 

 

 

 

 

Specific deliverables and tasks including timeline are below:

Deliverable 1:

A detailed Plan of Action on Communication and visibility for an awareness campaign prepared and submitted to UNICEF; A set of communication tools prepared and shared widely with all stakeholders and public media; Draft (and regularly update) a list of strategic media partners, online, printed and visual, for direct outreach.

Specific tasks for deliverable 1 are:

  • In close consultation with the General Director for Migration and Asylum Development at the Ministry of Interior, develop a holistic communication plan and communication tools for the NAP conveying impactful messages and providing a strong visual identity for MoI.
  • Engage on regular discussions and meetings with all important stakeholders to generate ideas on the communication plan, activities, develop communication materials with the strategy and it’s branding, as well as the coherence between different messaging components.
  • Creation and maintenance of strategic media partnerships in relation with the communication strategy
  • Ensure timely implementation of the Plan of Actions of the Communication campaign in close cooperation with MoI.

Timeline for Deliverable 1 – Within the first two months of the start of the contract (12 days per month)

Deliverable 2:

10 media tools/ audio visual content disseminated on all Social Media outlets of the Ministry of Interior (Facebook, X. etc.); 10 media tools/audio visual content disseminated to written and online media. Plan of activities for Anti-trafficking Month delivered to UNICEF (sept/Octob) Additional information produced – Develop additional concept notes, communication, visibility products as per documented request by the Ministry. Plan of activities for the promotion of the National Helpline 116 006 delivered to UNICEF.

Specific tasks for Deliverable 2: 

  • Support the production of high-quality audio-visual materials as envisaged in the National Action Plan on Anti-trafficking 2024-2025.
  • Coordinate the social media action plan for MoI/ Anti-trafficking Directorate in close cooperation with MoI technical staff.
  • Assist MoI with drafting the Plan of Activities for October, National Anti-trafficking Month, in close cooperation with MoI, line ministries, members of National Referral Mechanism, NGOs, etc
  • Assist MoI with the preparation of a plan of intervention for the promotion of the National Helpline 116 006

Timeline for Deliverable 2:  Month 3, 4 and 5 – 12 days/month

Deliverable 3: 4 Concept Notes for meetings with Regional Anti-trafficking Committees (RATCs) delivered to UNICEF;4 invitations for RATCs meetings designed and delivered to UNICEF;12 media tools/ audio visual content disseminated on all Social Media outlets of the Ministry of Interior (Facebook, X. etc.); 12 media tools/ audio-visual content disseminated to written and online media; One report on the implementation of activities of anti-trafficking month delivered to UNICEF. One report on the implementation of activities for the promotion of National Helpline delivered.

Specific tasks for Deliverable 3:

  • Lead the organization of events for program visibility.
  • Develop concept notes for meetings with Regional Anti-trafficking Committees (RATCs) in 4 regions of Albania;
  • Draft the design and content for invitations for 4 RATCs meetings;
  • Ensure the successful engagement and participation of target groups in selected activities, as per MoI guidance
  • Assist MoI with the implementation of the plan of activities for the promotion of the National Helpline 116 006

Timeline for Deliverable 3:  Months 6, 7, 8, 9, 10 – 12 days/month

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s) in journalism, Communication, Social Sciences, Development or Genders studies, Social/Public Policy, Social work, Psychology or any other relevant discipline.
  • Minimum of three (3) years of practical experience in communication and P&R, preferably in the area of high visibility external communication or any similar domain.
  • Proven successful records in developing and implementing communication plans and visibility campaigns.
  • Ability to produce content for high standard deliverables in both Albanian and English.
  • An innovative and creative approach and strong visual skills are highly desirable.
  • Sensitivity towards ethics with regards to human rights issues, different cultures and gender rules is of essence.
  • Ability to work closely with national and international actors with tight deadlines and to coordinate a communication action plan and campaign;
  • Excellent analytical capacities: excellent ability to synthesize information and relate action to results;
  • Fluency in both, spoken and written English and Albanian

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
