Office of the United Nations High Commissioner for Human Rights (OHCHR)/Human Rights Advisory Unit (HRAU) in Timor-Leste, in collaboration with UN Women and UNICEF, is currently implementing a joint project, ‘the Empower for Inclusion project’ to address challenges related to the United Nations Convention on the Rights of Persons with Disabilities (CRPD) implementation and the Disability National Action Plan (DNAP). The Empower for Inclusion project of the United Nations in Timor-Leste aims to enhance the rights of persons with disabilities. The project focuses on reducing discrimination and violence against persons with disabilities and advancing the equal rights of mainly women and girls with disabilities facing multiple forms of discrimination. The project partners with Organizations of Persons with Disabilities (OPDs), State institutions, and civil society organizations towards reducing harmful attitudes that perpetuate tolerance of gendered and other forms of discrimination against persons with disabilities and aims to strengthen the capacities of service providers to refer and deliver coordinated, inclusive and accessible services provided in particular by the coordinating Ministry of Social Solidarity (MSSI), the Ministries of Education and Health, the National Rehabilitation Centre, the National Police, and the Judiciary. The project is funded by the United Nations Partnership for the Rights of Persons with Disabilities (UNPRPD) and aims to continue initiatives developed under the previous project funded by the UNPRPD, Empower for Change, which was implemented from 2018 to 2020. This Empower for Inclusion Project will be implemented from July 2024 to September 2025.
a consultant bases in Dili to be reported by the OHCHR/HRAU E4I project focal point in close coordination works with the UN Women – E4I program manager and team to ensure the quality of the work. The consultant will also be responsible for drafting the mechanism of the National Council on Disability (NCD), including tools for monitoring and reporting, and capacity development of the NCD, relevant ministries, and other key stakeholders in Timor-Leste.
The main objective of the consultancy is to support the OHCHR/HRAU, UN Women, and UNICEF in advising the Government of Timor-Leste in establishing the National Council on Disability and ensure it has the monitoring and reporting tools and capacity for reporting on implementation of the Convention of the Right of Person with disability implementation in the country of Timor-Leste. The specific objectives are as follows:
The consultancy duration is estimated at around 20 days during the period of two months, from the 1st of October to 2nd of December 2024. The consultant may conduct part of the work home-based. Consultations will be conducted in Dili. A detailed work plan will be prepared by the consultant for review by the project team.

Applications will be evaluated based on the Cumulative analysis.
A two-stage procedure is utilised in evaluating the proposals, with an evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:
