UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.
UN Women Liberia is implementing a joint program with UNFPA and OHCHR called the “Youth Promotion Initiative – Accelerating Digital Opportunities for Youth Civic Participation as a lever for Building and Sustaining Peace in Liberia” (2024 – 2026). The project goal is to increase opportunities for youth participation in decision making processes through the digitalization of existing youth and women-led informal platforms.
Through this project, UN Women is supporting the Ministry of Youth and Sports (MoYS) to review the National Youth Policy (2019 to 2023) and develop a revised policy with a Costed Action Plan. This initiative comes at a critical time for Liberia, a nation with a remarkably young population and this also promotes the current priorities to invest in youth education, empowerment, participation and broad development.
Under the overall guidance and management of the UN Women Deputy Country Representative and direct supervision of the Women, Peace, and Security Programme Specialist the national consultant will work closely with the international consultant, the ministry of youth and sports, youth groups, and other stakeholders to review and revise the National Youth Policy and develop the Action Plan.
Description of Responsibilities/ Scope of Work
UN Women Liberia seeks to hire a National Consultant with knowledge on government policy and youth issues. The consultant will support the international consultant to conduct a comprehensive review of the existing National Youth Policy(2019-2023) of Liberia, identifying its strengths, weaknesses, opportunities, and threats (SWOT analysis). It should also be aligned with the Liberia’s national development plans and international frameworks like the United Nations Sustainable Development Goals (SDGs) and the African Youth Charter.
In close collaboration with the International Consultant, and other youth-led and women-led organizations, the Consultant will perform the following tasks:
Task 1: Desk Review and development of the inception plan
Task 2: National Consultative Process and Evaluation of Policy
Task 3: Development of a revised National Youth Policy
Task 4: Submit final consultant report with all documents developed and recommendations to take forward.
