National Experts for Preventing and Countering Violent Extremism (Roster)

Background:

The OSCE Mission to Skopje supports national law enforcement agencies (LEAs) in their efforts to adapt to emerging security threats to security and the impact on the welfare and safety of the citizens of North Macedonia. 

As part of the Public Safety and Community Outreach Department (PSCOD) and the Police Development Unit (PDU) Mid-term Programmatic Plan 2022-2024, the PSCOD aims to strengthen the capacities of the Law Enforcement Agencies (LEAs) and the National Committee for CVE and CT to effectively prevent and investigate transnational threats through tailored interventions including continuous support in the implementation of the National Strategy for CVE (2023 – 2027).  

The Mission is looking to update its Roster of potential candidates to provide temporary expert/consultancy assistance for the above needs in the area of preventing violent extremism and radicalization that leads to terrorism (VERLT).  

Applicants’ successful placement on the Consultancy Roster is subject to their meeting the minimum qualification and skill level and does not express or imply any guarantee of engagement with the OSCE Mission to Skopje.

 

Tasks and Responsibilities:

The consultant will be responsible for providing knowledge and expertise to the Mission, on developing local public policies for countering violent extremism and providing recommendations and guidance for institutional adjustments in the state institutions. Typical assignments may include, but are not limited to:

  1. Supporting LEAs, Office of the National Coordination for CVE and CT and other stakeholders in drafting strategy/policy documents to support awareness raising and preventing violent extremism and radicalization that leads to terrorism (VERLT);
  2. Undertaking stakeholder mapping and analysis;
  3. Conducting research and analysis to inform evidence-based strategies and interventions;
  4. Coordinating with relevant stakeholders, including state institutions, civil society organizations, and international partners, to strengthen coordination and synergy in countering violent extremism efforts;
  5. Recommending specialized interventions and activities targeting specific demographics or communities vulnerable to violent extremism;
  6. Delivering capacity-building activities, including training sessions and workshops, to enhance the skills and knowledge of relevant stakeholders involved in countering violent extremism;
  7. Providing guidance to OSCE Mission to Skopje on implementing interventions with specific requirements for prevention of violent extremism and radicalization that leads to terrorism (VERLT);
  8. Developing monitoring and evaluation reports assessing the impact of countering violent extremism initiatives.

 

Necessary Qualifications:

  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • First-level University degree in political science, security studies, social science, public policy, change management and analysis, or similar;
  • Minimum three years of specific professional/working experience in the field of developing public policy, change management information gathering, strategic planning and analysis or similar;
  • Knowledge of developing local public policies for countering violent extremism;
  • Demonstrated experience in working with government partners and other stakeholders in public sector development programs;
  • Skills in facilitation of stakeholder engagements/workshops;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Excellent written and verbal communication skills in English and local languages, including excellent communication and drafting skills;
  • Excellent written and oral communication skills, clear and concise style of expression;
  • Computer literate with practical experience with Microsoft applications;
  • Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
