Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato and direct supervision of the Migration Health Programme Coordinator, and in close coordination with the National Migration Health Programme Coordinator and SBCC & Gender Advisor, the successful candidate is responsible and accountable for supporting the quality implementation of IOM’s health programming in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The candidate is expected to work closely with Ministry of Health (MOH) – BARMM and its local constituents especially in Maguindanao del Sur, Maguindanao del Norte, and Special Geographic Area (SGA) to support strengthening core functions of health systems in the region, integrating mobility lens and in line with IOM standards, policies and commitments.

Responsibilities:

  • Assist in developing contextualized SBCC strategies, with technical inputs and under direct oversight from the Migration Health Programme Coordinator and in close collaboration with the SBCC and Gender Program Advisor, on the planning, quality implementation, and development of SBCC and Gender initiatives in line with global standards, national policies, and BARMM health priorities.
  • Support technical coordination of the implementation of the project’s SBCC initiatives such as but not limited to assessment, awareness sessions, outreach mission, technical training, mentoring and feedbacking, and policy development.
  • Assist in the development and implementation of effective strategies, SOPs and technical tools for SBCC and Risk Communication and Community Engagement (RCCE) activities for TB, FP, ARH, and GHS, in close collaboration with the SBCC Advisor.
  • Support in providing technical assistance to government counterparts, CSOs, implementing partners and support the implementation of the planned activities for SBCC with gender mainstreaming through continuous supervision, guidance, and monitoring.
  • Provide direct supervision to the Sr. Assistant and assist , in close collaboration with the SBCC Advisor, in contextualizing the project’s SBCC approaches, including in identifying and designing appropriate messaging that are locally, culturally, and gender-sensitive.
  • Support in the development and timely submission of communication materials to partners and donor, in close collaboration with communications team, in alignment with the donor and IOM standards.
  • Assist in the resource mobilization of IOM’s migration health programming through technical support to the development of concept and project papers in coordination with the Migration Health Programme Coordinator.
  • In close collaboration with MERLA team, assist in review, analyses of SBCC and gender related indicators such as health promotions, statistics and data, and ensure timely submission of results-based reports and updates in accordance with IOM and donor requirements.
  • Contribute to establishing partnership with government and non-government bodies, and participate in health promotion and information committee and other sector-related meetings including thematic subgroups and technical working groups.
  • Support in the operationalization of the Accountability to Affected Population (AAP) framework and mechanism in coordination with Monitoring and Evaluation (M&E) unit and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.
  • Undertake duty travels in support of the programme and perform other duties as may be assigned.

Qualifications

Education

  • Advanced university degree or master’s degree in psychology, sociology, public health, medicine, behavioral sciences, health policy, nursing, or health communication-related disciplines from an accredited academic institution; or
  • Bachelor’s degree in the above fields with minimum two (2) years of relevant professional experience.
  • Relevant accreditation/certification or formal training in areas related to SBCC, communications and health information, communications for development (C4D), RCCE, social marketing, media campaigns is a distinctive asset.

Experience

  • Experience in SBCC program design and implementation, managing and executing medica campaigns and other communication channels such as digital marketing; monitoring and evaluating SBCC programs; and multimedia content creation and graphic designing is a distinctive asset;
  • Experience in the public health and/or social sciences sectors is a must;
  • Experience in humanitarian or development operations and/or Government Social or Health Services; and
  • Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries.

Skills

  • Excellent communication, research and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
  • Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to Health Systems at the National and Local (Mindanao) level is highly desirable.

Languages

  • Fluency in English and Filipino (oral and written)

Desirable

  • Working knowledge of any BARMM language
