Organizational Setting
The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations. With presently 194 member states, FAO works in more than 130 countries worldwide, including Vietnam where the Organization has operated since 1978. The current Country Programming Framework (CPF) for the period of 2022 – 2025 has four priority areas: (1) One Health (OH); (2) Climate change response, environment and natural resources management; (3) Food safety, sustainable production and consumption, and equitable livelihoods for all; and (4) Governance, Gender and PWDs. The incumbent’s tasks will mainly contribute to the first priority area.
Reporting Lines
The incumbent will work under the overall guidance of the FAO Representative in Viet Nam, the direct supervision of the Senior Technical Coordinator of Emergency Center for Transboundary Animal Disease (ECTAD), the close monitoring of the National Operations Coordinator, and in close coordination with FAO ECTAD team including national consultant(s) and government partners.
Technical Focus
Finance and Administration, to contribute to the successful implementation of the FAO ECTAD projects in the country by undertaking the following tasks and duties:
Tasks and responsibilities
1. Assist ECTAD operations team in:
• Preparing Letter of Agreements (LOA) and contracts according to FAO, United Nations (UN), government and donor requirements and procedures and monitoring their implementation;
• Maintaining ECTAD operation, management databases and monitoring tables (LoA, travel, procurement);
• Conducting procurement process for project goods, supplies, services, and follow up on Purchase Orders (POs);
• Providing inputs to the project work plans, budget and other reporting requirements;
• Providing operational supports to organizing events and field activities;
• Drafting and translating correspondence and other documents as required;
• Processing Travel Authorization, TEC and logistic arrangement (flight, accommodation, etc.) for duty travels and missions;
• Making payments for LOA, procured goods and services.
2. Undertake field missions and participate in events in support of field operations;
3. Perform other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Bachelor’s degree in business administration, international relations, finance, management, accounting, social sciences, or related discipline
• At least two years of relevant experience in project operation, office management, administration, accounting and/or audit, budget or finance
• Working knowledge of English
• National of Vietnam
