National Professional Officer

A. Humanitarian coordination mechanisms:1. Facilitate coordination among health partners, including OCHA, UN agencies, NGOs,and observers. Collaborate with local authorities and adhere to standards whilemanaging the technical working group’s portfolio.2. Foster collaboration with other clusters, including Nutrition, WASH, Agriculture andFood Security, Protection, CCCM/Shelter, and Education and regularly report onhealth services delivered to the affected population.3. Integrate priority cross-cutting issues (human rights, age, gender, environment) usingparticipatory approaches to mainstream the health cluster response andimplementation plans, considering the need for local adaptation and promoting genderequality.B. Planning and strategy development:1. Conduct comprehensive health needs assessment and analysis throughstandardized formats to guide the development of national health plans.2. Identify health gaps, make recommendations and contribute to the HumanitarianProgramme Cycle (HPC) cycle, including Joint Intersectoral Analysis Framework(JIAF), Humanitarian Need Overview (HNO) and Humanitarian Response Plan(HRP) to ensure their uniform application by all health cluster partners; identifyopportunities for capacity building in collaboration with partners.3. Analyze available information to monitor progress of emergency response overtime.C. Information Management, Monitoring and reporting:1. Assist health cluster to develop, adapt and implement an indicators’ monitoringframework to ensure adequate implementation of the health cluster plans; empowerpartners’ active involvement in joint monitoring of individual and common plans ofaction for health interventions. Regularly report on Health Cluster indicators,analyzing gaps and measuring intervention impact.2. Coordinate Health Cluster reporting using District Health Information System(DHIS), surveys, and partner assessments. Combine health data with sectors likeNutrition, WASH, food security, Protection, and Shelter/Camp Coordination andCamp Management (CCCM) to facilitate information sharing .3. Contribute to the development of a functional information management mechanismsfor the health cluster to facilitate information sharing as well as monitoring andreporting; ensure that the health cluster produces and disseminates to partners, donors,government and other stakeholders’ regular updates, technical reports, bulletins andbriefings on the health status of the affected people, response activities, achievements,challenges and the remedial actions when necessary.D. Advocacy and resource mobilization:1. Identify core advocacy concerns through a consultative process and support advocacy fordonor funding and resource mobilization for priority activities in the sector.2. Review and ensure quality control of health cluster projects submitted for pool funds,CERF, and other funding mechanisms.

Required Qualifications:

Education:

Essential:

  • First university degree in public health, medicine or international relations, social sciences orrelated field, from an accredited/recognized institute.

Experience:

Essential:

  • At least five years’ experience in planning collaborative partnership inemergency/humanitarian operations response at the national level, including experience inmanaging and coordinating health programmes in chronic and acute, sudden-onset emergencies.

Skills:

  • Demonstrated knowledge of the rapid response operations and their implementation inemergencies as related to public health• In-depth knowledge of emergency relief policies and practices within the UN, other UNspecialized agencies, donor agencies, national and international NGOs.• Sound knowledge and experience about disaster prevention and preparedness programs• Excellent negotiation skills and ability to convene stakeholders and facilitate a policy processamong UN, NGOs, national health authorities and donors.

Language Skills:

Essential:

  • Expert knowledge of English. Expert knowledge of Arabic.
