OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Director of the UNESCO Multisectoral Regional Office in Beirut, (hereafter referred to as the Beirut Office), and the direct supervision of the Chief of Education – Senior Programme Specialist, the National Professional Officer will play a lead role in overseeing and managing the day-to-day operations of the assigned extra budgetary Education Projects. The National Professional Officer will ensure regular communication with all consultants and implementing partners in line with the projects structure and the strengthening of partnership and coordination with relevant stakeholders.
The National Professional Officer will work with a relative degree of autonomy within her/his established areas of responsibility. At the same time, s/he is expected to provide strategic advice and technical support to the Chief of Education on relevant priorities to ensure the overall success of the assigned projects according to the set targets.
Long Description
The National Professional Officer will carry out the following duties/tasks:
- Supervise and coordinate the planning, development, monitoring and implementation of projects, in line with UNESCO’s Medium-Term Strategy, the approved Programme and Budget, and regional needs and priorities.
- Develop, plan, oversee the implementation and coordination of initiatives such as those related to Education Sector Planning, support and document good practices, and expand knowledge base evidence.
- Ensure compliance with UNESCO policies, rules and regulations and procedures in terms of planning, budget, financial and human resources.
- Supervise the preparation and quality assurance process of procurement and ensure day-to-day follow-up on approved work plans.

- Monitor and supervise the work of consultants, institutions, and other partners, ensuring timely delivery of outputs and reports.
- Oversee development of progress reports and final narrative reports, addressing achievements, challenges faced, lessons learnt, and recommendations for future action.
- Identify potential donors/partners and funding opportunities at national level to pursue partnership development and resource mobilization.
- Contribute to coordination with key stakeholders and partners including regional, national and local authorities, UN agencies, (I)NGOs and private sector.
- Ensure compliance with visibility requirements and guidelines of UNESCO, donors and partners in projects, activities, and events.

REQUIRED QUALIFICATIONS
Education
- Advanced university degree (Master’s or equivalent) in education, management, social and human sciences, international development or another related field.
Work Experience
- Minimum of 7 years of progressively responsible, relevant professional experience in the field of education at national and international level.
- Proven experience in educational project management, including planning, coordination, implementation, monitoring and evaluation.
- Proven experience in working in the context of multiple crises, conflict, emergency and/or forced displacement.

Languages
- Excellent knowledge (spoken and written) of English and Arabic.
DESIRABLE QUALIFICATIONS
Education
- Advanced university degree (PhD or equivalent) in the field of education, public policies, international development, or another related field.
Work Experience
- Demonstrated professional experience within the context of education strategies.
- Practical experience in policy support and capacity development in education planning, resource projections and information management systems.
- Experience in undertaking quantitative and qualitative analysis and surveys for data collection.
Skills and Competencies
- Familiarity with the work and functioning of the UN System including key mechanisms such as the UN Country Team (UNCT), Delivering as One (DaO) and other joint UN Programming and UN inter-agency initiatives.
Languages
- Good knowledge of French.
BENEFITS AND ENTITLEMENTS
UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is 105, 389 US $.
