The National Project Officer will report to the Technical Officer, RVC project, CO-New Delhi and work under the overall guidance of the Director, DWT-CO-New Delhi. The incumbent will work in close coordination with and receive guidance from Technical Officer, RVC project on the project implementation and day-to-day operations liaising with the tripartite constituents and relevant stakeholders. The incumbent will also closely work with Programme Coordinator and Administrative Assistant of the RVC project, based in Tokyo and New Delhi respectively, while coordinating with relevant technical specialists at DWT/CO-New Delhi, such as Enterprise Development Specialist, ACTRAV specialist and ACT/EMP specialist, as well as the Multinational Enterprises and Responsible Business Conduct Unit (MULTI/RBC), where relevant.
Duties:
- In consultation with the Technical Officer and relevant ILO staff, design and expedite the implementation of the India component of the RVC project. This will include advocacy and action in selected supply chains, as well as wider national level work in support of India’s commitments on business and human rights and responsible business conduct (RBC).
- Provide overall project management support to the RVC project in India. Assist in the programming and control of project resources, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions.
- Map and analyse labour and responsible business dynamics in target sectors/supply chains, identify key stakeholders, and design accompanying interventions for the RVC project. Accumulate good practices on RBC and human rights due diligence (HRDD) and identify opportunity areas to inform project decision-making, strategies and policy advocacy.
- Establish effective partnerships with and provide support for constituents, multinational enterprises and sectoral stakeholders in the selected sectors to deliver project interventions in India and to promote RBC including through HRDD in supply chains. Work with other country components (Lao PDR, Malaysia and Japan) to facilitate knowledge sharing and dialogue.
- Design and implement communications and advocacy strategy for RVC in India; develop communications materials for key audiences in India, and craft compelling messages and narratives for use in wider project advocacy and communications materials.
- Identify opportunities for project events and capacity building activities (e.g. with constituents, enterprises and other stakeholders), and organize and deliver them in support of RVC project objectives.
- Track and monitor the implementation of project activities in India and provide related inputs for project-wide reporting.
- Support donor engagement and resource mobilization efforts for the project.
- Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on the status of the overall activities of the Project.
- Contribute to the organization of multi-country workshops/ home-host dialogue together with other project components in Lao PDR, Malaysia and Japan.
- Undertake missions as necessary.
- Perform other duties as assigned by the supervisor.
Required qualifications:
Education:
- First level university degree in international development, law, political science, public administration, social sciences or a relevant field.
Experience:
- At least two years of professional experience at the national level in relevant areas, such as responsible business conduct, human rights due diligence and working conditions in supply chains, and human and labour rights, or other relevant field. Proven experience in running development cooperation projects, working with Indian labour stakeholders, and working with the manufacturing sector would be an asset.
- Technical requirements: Good knowledge of responsible business conduct and human rights due diligence, as well as enterprise development.
Languages:
- Excellent command of English and good working knowledge of Hindi.
