BACKGROUND AND OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall supervision of the Head of the UNESCO Kyiv Desk, and in close collaboration with the Education Sector, especially the Section for Teacher Development, the incumbent shall:
- Participate in the overall project planning, expenditure, deadlines and reporting as well as contribute to the further development of a detailed project implementation plan and milestones;

Oversee and facilitate the implementation of the full set of activities planned for this TPD component in line with the NUS Reform, MESU Digital Transformation agenda and crisis-sensitive context:
- Coordinate the work of three working groups established to revise the key national TPD rules and regulations;
- Provide expertise on the curation and creation of the teacher training materials;
- Oversee the training programme of 250 TTIs Master Trainers, and selected 2000 Teacher Trainers (e.g., school-based instructional leaders, school supervisors or inspectors, mentors, coaches);
- Provide expertise for the development of peer-support, peer-learning, knowledge and experience sharing among teachers via an Online Community of Practice.
EXPECTED RESULTS AND DURATION OF THE ASSIGNMENT
- Coordinate and liaise with the MESU, the Ukrainian Institute of Education Development and teacher training Institutes (TTIs) to successfully implement the programme;
- Coordinate and liaise with the external project partners and stakeholders;
- Manage the contracted service providers, which would include a follow-up on their progress and guidance for the successful implementation of their activities;
- Review and update the implementation plan and monitoring and evaluation framework of the programme on monthly basis and make recommendations for adjustments as needed;
- Coordinate regular project team meetings with the UNESCO and MESU focal points to discuss any problems or issues that arise and come up together with proposed solutions;
- Prepare, draft, and submit periodic progress reports and final project reports (as requested);
- Monitor the adherence to the implementation of approved project document and report any adjustments needed;
- Provide inputs related to the TPD component of the project into the project’s visibility strategy for GPE and UNESCO in close coordination with the overall Project Coordinator in Ukraine; provide visibility materials (e.g., print, video, and audio) and content for advocacy about GPE-UNESCO’s activities in the implementation of the Project;
- Undertake any relevant tasks or responsibilities within the scope of his/her specialization as assigned by the direct supervisor.
Contract duration:
10 months (with the possibility of extension subject to performance and resource availability)

REQUIRED QUALIFICATIONS
Academic qualifications
Advanced university degree (Masters or equivalent) in international development, public administration, business administration, social sciences, education, education planning, human rights, communication/information management or other related field.
Professional experience
- A minimum of 4 years of progressively relevant experience in project management and/or research in the education sector. Knowledge of and expertise in teacher policy, or skills trainings, especially those related to digital solutions and/or those aimed at teachers would be an advantage.
- Experience in the development of M&E sytems/processes and performance indicators.
- Proven experience to apply management and business principles, to project management and external partnerships.
Skills and competencies
- Strong analytical skills, result-oriented approach, and ability to identify key strategic issues, objectives, opportunities and risks, and familiarity with the use of results frameworks.
- Good knowledge and understanding of the international development agenda, in particular in the field of education.
- Proven ability to work independently and with minimum supervision.
- Excellent interpersonal skills, including the ability to effectively deal with partners and networks in private and public sectors in education and teacher development.
- Excellent drafting skills and proven experience of producing technical reports.
- Excellent level of IT skills (MS Office), Content Management Systems (CMS), and communication management.
- Capacity to deliver high-quality results within specified timelines.
- Ability to develop innovative approaches in terms of strategic planning.
- Ability to work in a collegial manner and build partnerships both within and externally to UNESCO.
Languages
- Excellent knowledge (written and spoken) of English and Ukrainian
DESIRABLE QUALIFICATIONS
- Experience within the UN system, multilateral agencies or international corporations.
- Experience with the work of teacher training institutions in Ukraine and/or the Ministry of Education and Science of Ukraine.
- Experience with UNESCO internal processes and procedures.
REMUNERATION
The starting base annual salary for this post is 44035 USD, excluding medical and pension coverage (up to 15% from the base salary) and danger allowance.
The remuneration paid is not exempt from any income tax which may be levied by the tax authorities in the country where work is performed or any other tax authorities.
