Functional Responsibilities

The  Climate Change Analyst will report to the Partnerships Development Senior Manager. The  Climate Change Analyst will support the Climate Change Policy Department (CCPD under MNRETS). As the leading entity of the national climate agenda, MNRETS coordinates activities related to the fulfilment of climate commitments, including the Nationally Determined Contributions (NDC).

This support and coordination work involves technical, operational, and research support to the Facilitator for working closely with the Cabinet of Ministries of Kyrgyz Republic in the implementation of the NDC, NAP, TNA, and LT-LEDS and serving as an anchor to assist the NDC Partnership in communicating and coordinating services at the country level. The  Climate Change Analyst will also liaise with the NDC Partnership Support Unit for vertical information-sharing, including contributing to and accessing knowledge products. The following responsibilities are part of the Climate Change Analyst role in the Kyrgyz Republic:

  1. Facilitation of updated NDC

    1. Support the Kyrgyz Republic and the NDC Partnership Support Unit in initiating NDC Partnership in-country engagement;

    2. Support the Facilitator to coordinate, track, and monitor the support provided by development partners on the NDC Implementation Plan, and populating and regularly updating Kyrgyz Republic’s monitoring/reporting tool for climate finance in coordination with the climate finance advisor;

    3. Collaborate with the Support Unit to document changes in the operating context and provide support to the government and stakeholders in decision-making processes;

    4. Upload the country’s NDC Implementation Plan into the Online Partnership Plan Tool (or similar domestic online systems, if available) and update the database regularly.

  1. Coordination and communication with key stakeholders

    1. Ensure that communications relevant to NDC Partnership engagement are shared with relevant national and international level stakeholders;

    2. Under the guidance of the Facilitator, develop and maintain a stakeholder map of government agencies and development organizations relevant to NDC implementation, including contact information and role in NDC processes;

    3. Support the Facilitator in facilitating periodic coordination and information exchange among partners in the Kyrgyz Republic, with the aim of leveraging and mobilizing their respective advantages in support of the implementation of NDC, NAP, TNA, and LT-LEDS;

    4. Collaborate with the Support Unit to document changes in the operating context and provide support to CCPD under MNRETS and stakeholders in decision-making processes;

    5. Coordinate with the NDC Partnership and support the organization and logistics preparation of scoping missions to the Kyrgyz Republic;

    6. Provide support in the drafting of country engagement reports and other reporting tasks for the NDC Partnership;

    7. Assume responsibility and coordinate management of specific activities, tasks and work packages within the engagement plan;

    8. Facilitate the translation of key documents, training materials, presentations and others.

  2. Organize NDC-related meetings as needed
    1. Support the organization and logistical preparation of Partner Coordination Meetings and other national multi-stakeholder NDC dialogues, including report writing;

    2. Other support needed by CCPD under MNRETS to coordinate development partners.

The  Climate Change Analyst serves as the close counterpart of the NDC Partnership In-country Facilitator, strengthening the NDC Partnership’s interface in the country and operating as a liaison between the country and other NDC Partnership members. The role is purely one of coordination and supportive facilitation. The  Climate Change Analyst ensures that the Facilitator has adequate technical and operational backing by supporting ongoing coordination efforts between the Support Unit, the various partners in the NDC Partnership, and the CCPD under MNRETS. The  Climate Change Analyst will support the smooth implementation of the Country Engagement Process. He/she will also work in close collaboration with the NDC Partnership Support Unit and will report to the Partnership Development Senior Manager at the NDC Partnership. He/she will need to bring his/her own laptop to the ministry’s duty station.

This is a one-year retainer position based in Bishkek, Kyrgyz Republic, for up to 220 working days, with the possibility of an extension.

*** As this is a Local Position, in order to be eligible, the incumbent should be a national of Kyrgyz Republic or have a valid residence permit in the Country.

Education/Experience/Language requirements

Education
  • An advanced degree (Masters or higher) in climate change, public policy, e, sustainable development, environment management, or a similar relevant field.

  • Bachelor’s degree in a related discipline in combination with an additional 2 years of relevant work experience may be accepted in lieu of an advanced university degree.

Experience

Required

  • At least 2 years of experience in public policy, climate/environment, and sustainable development 

  • Experience in planning, stakeholder management, and/or monitoring and reporting; 

Asset

  • Experience with public service organizations in the Kyrgyz Republic is desirable;

  • Familiarity with UNFCCC processes, including Conference of Parties (CoP), NDC, and past experience in the government’s climate change process is an asset.

Language

  • Proficiency in English is required.

  • Advanced proficiency in Kyrgyz, and/or Russian is required.
