JOB PURPOSE
The WASH & Shelter Project Manager has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). WASH & Shelter ProjectCoordinator has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. WASH & Shelter Project Coordinator carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.
The WASH & shelter Projects Coordinator will plan, support, and monitor Shelter and WASH activities in NES. He/She will ensure project follow up and provide technical support to the project managers and relevant field teams.
Responsibilities include project cycle management, staff management and internal and external reporting, representation of ACTED in relevant clusters and coordination forums, and management of project managers.
Objectives
The WASH and Shelter Coordinator will focus on providing day-to-day support to the WASH and shelter Project Managers, directly overseeing the whole shelter & WASH programmatic portfolio for ACTED in the NES hub base/s and identifying funding opportunities. The PC is expected to directly oversee all monthly Budget Follow Up (BFU) forecasting, and procurement plans, ensuring all projects are in line with donor guidelines and all activities are accountable to beneficiaries.

Strategy and Proposal development:
- Contribute in setting and implementing in/off camps and urban communities’ strategy.
- Organize, design and oversee regular needs assessments.
- Contribute to proposal development for all shelter and WASH activities
Project Planning
- Contribute to development of overall SNFI and WASH project implementation strategy, systems, approaches, tools, and materials.
- Develop and implement infrastructure (shelter and water provision), sanitation, and hygiene activities in NES as well as ongoing Shelter and WASH programming.
- Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.
- Contribute to proposal development, needs assessment and market assessment.
Project Implementation Follow-up
- Oversee and manage the implementation of the projects ensuring that technical quality and standards are considered and respected during project(s) implementation.
- Organize regular project coordination meetings with project team.
- Ensure budget utilization and physical target achievements are reviewed at least once a month as per work plan.
- Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
- Ensure that the project is implemented in accordance with relevant acted technical guidelines and standards.
- Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation.
- Regular update the work plan, output tracker, Project Management Follow Up (PMF) and other documents relevant for effective project management
- Represent ACTED in relevant external meetings (Working Groups, SAGs, INGOs) upon request from line manager/AC.
Administration and Operational Management of Project Implementation

Finance
- Review the BFU(s) and provide accurate forecasts with BOQs.
- Forecast monthly cash requirements of the project and submit it to AC.
- Logistics
- Contribute to the development of Procurement plans.
- Send accurate and precise order forms in a timely manner.
- Contribute to quality checks and procurement committees to finalize suppliers’ selection according to applicable scenario.
- Confirm quality of material selection when applicable.
- Ensure proper management and use of the project assets and stocks.
- Administration/HR
- Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc).
- Continuously support Project Managers, Senior Project Officers and Project Officers by providing systematic training and mentoring them on proper use of project management standards based on ACTED’s Project Management Manual and other relevant resources.
- Co-create role objectives with Project Managers, Senior Project Officers and Project Officers to ensure that they understand and can appropriately perform their roles and responsibilities. Track progress towards co-created objectives and updating them on a regular basis (at least two times during year).
- Follow-up the work plans and day-to-day activities of the project staff
- Manage the project staff in cooperation with Area Coordinator
- Ensure a positive working environment and good team dynamics.
- Undertake regular appraisals of staff and follow career management.
- Manage interpersonal conflicts.
- Ensure capacity building among staff in relevant sectors.
- Transparency
- Ensure project records and documents (beneficiary list, donation certificates, attendance sheets etc) are adequately prepared, compiled and filed according to acted procedures.
- Ensure staff awareness of, and respect of, Acted’s code of conduct, Finance, Logistic, Administration & HR , Transparency/Compliance and Security (FLATS) procedures.
- Security
- Ensure that each member of the project team is aware of security issues, policies, SOPs and they follow them accordingly.
- Review the BFU(s) and provide accurate forecasts with BOQs.
External Relations
- Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
- Cultivate good relations with key humanitarian actors – local and international, through regular attendance at technical meetings and bilateral meetings.
- Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner.
- Where relevant, liaise with donors and work closely with partners on project updates, site visits and other communication.
- Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.
- Cultivate good relations with key humanitarian actors – local and international, through regular attendance at technical meetings and bilateral meetings.
Quality Control
- Identify and analyse gaps, acted’s added value, synergies and opportunities in the areas the project(s) is / are implemented and pass relevant information to the Area Coordinator.
- Assess the activities undertaken and ensure efficient use of resources.
- Ensure lessons learned are documented, shared, and reflected in project planning and decision making.
- Advise on, and assist with, project reviews conducted by MEAL.
- Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development.
Reporting
- Provide regular and timely updates on progress and challenges to supervisors and other team members.
- Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.
- Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided.
Key Performance Indicators
- 95% of Planned activities are implemented in the project time frame.
- 90% of OFs and BoQs are raised from the base are on time and accurate.
- Attending and delegating in case on leave to attend the PAM meeting and provide all program update and the next week plans.
- 80% of all complaints are followed up within 15 Days.
- 100% of all completion certificates are prepared and raised for logistics on time.
100% of the program documentation produced at the base level are scanned and shared on acted share point, and properly archived.
QUALIFICATIONS
Essential:
- Bachelor’s degree in civil engineering or a related field.
- Minimum 8 years of total proved experience.
- Minimum 4 years of supervision experience.
- Fluent English and Arabic (written and spoken).
- Excellent writing and communication skills.
- Minimum of 2 years experience in the field of WASH and or shelter Project Management in emergency and/or development.
- Ability to work under pressure in a high pace environment.
- Proficiency in Microsoft Office, Microsoft Excel and Publisher.
- Able to travel among Syria governorate as needed.
Preferred:
- Master’s or PHD degree in civil engineering or a related field.
