NRC : Health, Safety, Security and Access Technical Officer Palestine West Bank – East Jerusalem

JOB DESCRIPTION

The Health, Safety, Security and Access (HSSA)Technical Officer (TO) supports the HSS Coordinator/Area Manager by providing timely information and advice on HSS and access issues, particularly in the West Bank. The TO assists in managing the NRC Security Risk Management systems, including documentation, training, and liaison, while also overseeing movement monitoring and access coordination.

Generic Responsibilities
  • Ensure compliance with NRC policies, guidelines and standards.
  • Ensure compliance with NRC security related tools, handbooks, guidelines and standards; such as security risk assessments and crises management plan.
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Supports the application process for all Access related matters and documentation. Liaison with appropriate departments to resolve access issues.
  • Support in the development of Area Office security policies and procedures
  • Supports the implementation of all security measures.
  • Managing day-to-day security information including movement tracking and maintaining the network with outside parties (other international organizations, etc.) for gathering security information
  • Coordinates in linking and analyzing information received within NRC and outside NRC via his/her network.
  • Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work.
  • Perform any other tasks related to HSSA as required by management

Specific responsibilities 

Security – 40% of overall time 

  • Support the HSS Coordinator / Area Manager in managing the NRC Security Risk Management (SRM) documentation.
  • In coordination with the HSS Coordinator and Area Manager, support with security risk analysis and management, identifying potential vulnerabilities, enabling a safe and secure environment for programme operations.
  • Liaison with UNDSS in support of email and SMS distribution lists for security alerts and advisories; shared as needed with NRC staff.
  • Conducts scheduled and ad-hoc field visits (at least two per month) for security assessment in support of HSS Coordinator, based on ad hoc Programme team requests.
  • Supports HSS Coordinator in recommending and/or provides trainings, briefings, and capacity building to NRC staff, partners, and others on HSS in a proactive and positive manner that promotes inclusion, participation and leadership among NRC team
  • Support the HSS Coordinator in security information management and analysis as needed.
  • Work with the HSS Coordinator to ensure that all incidents are fully and effectively documented.
  • Supports procurement of HSS related equipment, items, and materials.

Access – 40% of time 

  • Share information updates from ACU and resolve access related issues on an ad hoc basis, either directly or via the Access Control Unit (ACU).
  • Develop networks and relationships in the north of the West Bank, which support an enabling operating environment for NRC staff and project participants.
  • Liaise with local authorities and other stakeholders as relevant to coordinate NRC operations.

Operational Coordination & Support – 10% 

  • Review daily Movement plans, as submitted by Fleet team, in partnership with the HSS Coordinator and Area Manager, to assess whether tasks may proceed.
  • Tracking of international visitors entering Palestine by Air and Land crossings, with HSS Coordinator, and support if needed.

Generic professional competencies

  • Experience from working in related field in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English language, both written and verbal

Context/ Specific skills, knowledge and experience

  • Fluency in Arabic and Hebrew, both written and verbal
  • Academic degree in related field
  • Minimum of 3 years of experience in a similar position
  • Ability to work under pressure
  • Highest standards of ethics and integrity
  • Valid driver’s license
