The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary‑General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient, low-carbon, resilient and green growth path. The Directorate currently comprises approximately 200+ staff members working across a broad range of issues such as: green growth, climate change, biodiversity, water, eco-innovation, resource productivity and waste, environmental policy tools and evaluation, safety of chemicals, biotechnology and nanomaterials, green finance and linkages between environment and tax, agriculture, energy, transport, development assistance, trade and investment policies. The Finance, Investment and Global Relations Division of the Environment Directorate (ENV/FIG) is looking for Junior Policy Analyst to support the implementation of multi-year programmes on green finance and investment in the region of Eastern Europe, the Caucasus and Central Asia, including “Promoting Green Deal Readiness: Support to Strengthening Climate Resilience of the Agriculture Sector (PROGRESS)” and “EU4ClimateResilience” that cover the EU Eastern Partner (EaP) countries: Armenia, Azerbaijan, Georgia, Moldova and Ukraine.

The main areas of analysis and capacity building support will be: the management of public environmental/climate-related expenditure programmes and evaluation of their effectiveness and efficiency, mobilisation of private finance for environment and climate related investment, including in agriculture.

The successful candidate will work under the supervision of the relevant ENV/FIG Project Managers.

Job Description

Main Responsibilities

Research, analysis and drafting

• Conduct quantitative and qualitative research, data collection and analysis on subjects related to green finance regulation and flows, with a particular focus on the agriculture sector
• Identify and document public and private funding sources for agricultural sustainability initiatives.
• Maintain and update databases of available funding opportunities including grants and investment sources for sustainable agriculture, with a focus on small-holder farmers in the five EaP countries.
• Contribute to analytical reports, working papers and policy briefs.
• Research, prepare and co-ordinate talking points, briefings and background papers to support the participation of senior OECD officials in meetings and events.

Project co-ordination

• Support the coordination and implementation of the programmes by preparing, updating and ensuring high-quality documentation, including regional and country specific work plans, progress reports and briefing documents for OECD corporate purposes and reporting to donors.
• Respond to ad hoc requests for relevant and up-to-date information.
• Assist in the preparation and delivery of capacity-building activities and training sessions.
• Support the planning and implementation of in person and online seminars, workshops and meetings (internal, national, regional and international) in collaboration with internal teams, external partners, national/regional counterparts and other stakeholders.
• Prepare anddisseminate agendas, speeches, talking points, summary decisions, summary records and other relevant documents.

Communication and liaison

• Contribute to the development and implementation of the strategic communication and visibility related to the programmes, including extracting substantive material from various project reports and drafting clear, concise and reader friendly summaries and briefs.
• Collaborate with the ENV/FIG Division and Communication staff to ensure the effective dissemination of policy conclusions, recommendations and other key results to relevant stakeholders.

Qualifications

Ideal Candidate Profile

Academic Background

• A university degree in finance, economics, environmental or agricultural economics, environmental policy or a related field.

Professional Background

• Proven experience working in national, regional or international organisations, agencies, research institutions or other relevant organisations in the field of climate change, green and climate finance;
• Experience working on issues related to green finance, in particular access to finance in agriculture in emerging economies. Knowledge of agriculture finance mechanisms and funding sources as well as the issuance of green bonds would be an asset.
• Strong analytical skills and familiarity with financial data, impact metrics, and sustainability/ESG (Environmental, Social, and Governance) reporting.
• Experience in developing and conducting qualitative and quantitative research and analysis, practical experience with choice experiments, especially in sustainability or finance contexts, would be desirable.
• Proven ability to carry out research and draft in English clear, high quality, timely, relevant and accurate policy relevant analytical reports for a range of audiences that effectively communicate key messages relating to data and trends.
• Knowledge of the economic and policy contexts of the countries or regions indicated would be an advantage, in particular in the EaP countries;

Tools

• Proficiency in MS Excel, with experience in data analysis tools (e.g., R, Python)

Languages

• Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
