The position of Operations Analyst is assigned to the Pacific Liaison and Coordination Office (PLCO) within the Pacific Department (PARD). PLCO oversees regional technical assistance and operations in Nauru, Solomon Islands, and Vanuatu.

You will be based at the Pacific Liaison and Coordination Office in Sydney, Australia, and will report to the Regional Director or designated international staff and officer.

Your Role:

As an Operations Analyst, you will (i) provide support to country operations, knowledge development, and administration functions in PLCO; (ii) provide analytical and statistical support to portfolio management and projects in the assigned sectors; and (iii) coordination support for project processing/administration and portfolio management.

You will:

  • Data Management: Oversee the data repository for PLCO portfolios, compile and process data for reports, and alert the Country Operations Head about potential risks.
  • Portfolio Performance: Suggest actions to improve portfolio performance, coordinate meetings, record minutes, and ensure implementation of agreed measures.
  • Project Administration: Help review bid documents, prepare reports, draft correspondence, and expedite procurement and contract awards.
  • Disbursement Processing: Follow up on payments/withdrawal applications, review them for compliance, and update financial systems.
  • Data Compilation: Compile statistics on contract awards and disbursements, draft reports, and monitor performance against targets.
  • Information Handling: Act as the focal person for data requests from government agencies and coordinate responses.
  • Mission Participation: Participate in different missions and help prepare related documents.
  • Capacity Development: Support capacity development activities for agencies implementing ADB-financed projects.
  • Other Responsibilities: Perform other tasks as assigned and stipulated in your workplan.

Qualifications:

You will need:

  • Bachelor’s degree in a relevant discipline e.g., Finance, Economics, Business Administration, Engineering, or related fields.
  • At least 5 years of relevant work experience; related experience in international agencies is desirable.
  • Experience undertaking background research on complex but well-defined tasks, collecting and organizing required data, analyzing, and preparing notes, papers, and sections of reports.
  • Ability to establish and maintain productive professional relations with colleagues and with appropriate host government officials, donor agencies, and executing agencies.
  • Proficiency in using computer-based applications for performing document processing, spreadsheet analysis, graphics presentation, database applications, and other required information technologies; advanced skills in using spread sheets are an advantage.
  • Ability to guide other junior colleagues on assigned areas of work, and work collaboratively with individuals from different cultural backgrounds.
  • Excellent proficiency in verbal and written English communications
