Functional Responsibilities

As a UNMAS Operations Specialist (Humanitarian EOD Officer)  operating in Gaza to support humanitarian operations, your duties and responsibilities would be critical in ensuring the safety of civilians and humanitarian workers in the region. Individual reports directly to the UNOPS EOD Team Lead, or directly to the Senior Operations Coordination Advisor when the Team Lead is out of the country. The Operations Specialist (Humanitarian EOD Officer) will be reporting directly to the Head of Project Unit at UNMAS Palestine Programme to handle the following duties and responsibilities:

Operations – Implementation and monitoring
  • Conduct prompt and thorough risk assessments to pinpoint key areas requiring immediate attention for Explosive Ordnance Disposal (EOD) operations.

  • Provide guidance to humanitarian organizations and local authorities on risk mitigation strategies related to explosive hazards.

  • Plan and execute assessments of United Nations’ facilities sheltering civilians that have been impacted by explosive ordnance and assess them for continued safe occupation. Such assessments will be conducted only at the request of the Director UNRWA, and in accordance with the direction of UNDSS. 

  • Engage with humanitarian organizations, local authorities and communities, and relevant stakeholders to communicate risks and coordinate response efforts.

  • Assist humanitarian convoys by verifying the safety of transit routes and be prepared to safely and remotely eliminate, mark, or circumvent any Explosive Remnants of War (ERW) hazards encountered along the route

  • Be ready to safely and remotely remove or mark and avoid any ERW hazard found on the route.

  • Provide training to UN agencies and NGO’s on explosive hazard awareness, and risk reduction, to enhance their ability to operate in a High Threat environment.

  • Provide regular reports to UN agencies and other relevant stakeholders to facilitate decision-making and resource allocation for ongoing and future operations

Stakeholder management

  • Effectively coordinates with multiple UN and humanitarian partners

  • All EOD operations shall be conducted in coordination with local authorities and international agencies

  • Serves as the liaison for UNMAS Palestine Programme with humanitarian partners, actively engaging in operational matter

Impact of Results The effective and successful performance of the Operations Specialist (Humanitarian EOD Officer) directly impacts the achievement of UNOPS project deliverables and UNMAS programme results and consequently reinforces the visibility and image of the UNMAS Palestine program.

Education/Experience/Language requirements

A. Education:

  • Advanced University Degree (Master’s Degree or equivalent) with a minimum of 5 years of relevant experience is required; OR

  • First Level University Degree (Bachelor’s degree or equivalent) with a minimum of 7 years of relevant experience; OR 

  • Military or police experience with 11 years of relevant experience.

B. Experience:
  • Relevant experience is defined as experience in explosive threat mitigation or relevant fields.

  • A minimum of 3 years of experience (within the past 10 years ) in humanitarian mine action operations, managing / implementing at least one of the following activities:

a. Explosive Ordnance Disposal in single, multiple and bulk demolitions
b. Non-technical survey 

c. Technical survey

d. Battle Area clearance

e.High Risk Search (HRS) and/or Improvised Explosive Device Disposal (IEDD)

  • International Mine Action Standards (IMAS) experience is required. 

  • International Ammunition Technical Guidelines (IATG) experience is desired

  • Experience using information management systems such as Information Management System for Mine Action (IMSMA) is desired 

C. Language

Fluency in English is required (writing, speaking and reading)

D. Certifications

  • EOD Level 3+ qualification (Aerial Bombs, Guided weapons as described in Test and Evaluation Protocol 09.30/01/2022 ) is required

  • IEDD qualification through internationally military and / or civilian accredited training is required 

(*EOD – IEDD  qualifications must be from organizations that train and educate EOD / IEDD specialists in accordance with IMAS standards. Individuals are responsible for providing proof of completion.)
