Introduction

Description of the Assignment:  

The Department of Information and Communications Technology (DICT), through the Free Public Internet Access Program (FPIAP), aims to deliver inclusive, reliable internet connectivity to underserved and geographically isolated communities across the Philippines. As the program expands, institutionalizing it as a regular service within DICT has become critical to ensure long-term sustainability, efficiency, and accountability.

DICT FPIAP has developed an initial institutionalization roadmap; however, it requires refinement and alignment with Philippine government processes, including those of the Department of Budget and Management (DBM), Civil Service Commission (CSC), and the General Appropriations Act (GAA), to ensure readiness for implementation.

For this purpose, and in response to DICT’s request, UNDP CoRe FW4A Project is seeking an Organizational Development Consultant to support the institutionalization of the DICT Free Public Internet Access Program.

This consultancy will focus on strengthening existing work and providing practical, implementation-oriented guidance and tools to support DICT in advancing the institutionalization of FPIAP.

Qualifications:

Education

A degree in Organizational Development, Public Administration, Management, or related fields.

Experience

At least 5 years of experience in organizational development or institutional strengthening;

Experience working with Philippine government systems (DBM, CSC, GAA);

Experience in public sector reform or organizational design;

ICT sector experience is an advantage;

       UN or international organization experience is an advantage.

–      At least five (5) years of demonstrable professional experience in the following areas is desirable: strategic planning, innovation, or organizational psychology approaches and frameworks. This may include futures thinking and foresight, systems thinking and research, ethnography, SWOT analysis, Strategy Mapping,            PESTLE Analysis, DISC Assessment, occupational personality assessment, among others.

Period of assignment/services (if applicable): 30 person days


Proposal should be submitted directly in the portal no later than indicated deadline.
