OSCE : National Communications and Outreach Officer (NP1) Short-Term Assignment – Dushanbe

JOB DESCRIPTION

Background:

The OSCE Programme Office in Dushanbe (POiD) promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiative.

Please note that this is a short-term position and the initial appointment will be for 6 months with a possibility of extension.

Please note that the vacancy is open for Tajikistan nationals and permanent residents of Tajikistan.

Tasks and Responsibilities:

Under the direct supervision of the Senior Executive Officer (SEO) and overall supervision of Deputy Head of Mission (DHoM), the successful candidate will be tasked with the following duties:

  1. Overseeing the maintenance and management of the POiD’s social media accounts, including corporate Facebook, Instagram, X/Twitter, LinkedIn, and other platforms on a regular basis to enhance public engagement and visibility, and ensuring the target audience is reached and interactively engaged;
  2. Ensuring consistency of POiD’s social media accounts with POiD’s social media strategies and other accounts managed by OSCE executive structures and other relevant international partners;
  3. Developing creative, high-quality content for social media platforms targeting specific audiences (texts, graphics, multimedia, etc.) where possible in English, Tajik, Russian, and coordinating social media content creation where relevant with Heads of Departments and Units, and within PPIS;
  4. Preparing high-quality outreach materials, such as fact sheets, reports, and promotional items, to increase public awareness of the OSCE and POiD’s work, and engaging external consultants and/or companies, where needed, for professional production of visibility material;
  5. Drafting and implementing an annual visibility plan aligned with the Office’s strategy, streamlined visibility and events plan, showcasing high-level meetings, work across all three dimensions, and other initiatives to ensure effective communication;
  6. Advising the Head of Mission (HoM), Deputy Head of Mission (DHoM), and Senior Management on communication-related matters, while also preparing outreach material and supporting the development of a cohesive Office-wide Communications Strategy.

Necessary Qualifications:

  • First-level university degree or equivalent in communications, journalism, public relations & marketing, graphic design, international relations, or related fields, with specific expertise in digital media and visibility strategies;
  • Minimum of two years of relevant professional experience in communication, public information, or social media management, preferably in an international organization;
  • Excellent written and spoken communication skills in English and Russian. Knowledge of Tajik is an asset;
  • Strong knowledge of social media platforms, content creation tools, and strategies;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,682.08 EUR. Social benefits will include participation in the Cigna medical insurance scheme.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.

Please be aware that OSCE appointments are subject to medical clearance.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
