Pak-HIV-UNDP-RFP-2024-009– Hiring of Firm for Legal Environment Scan
Guided by the LEA Manual (UNDP Practical Manual LEA FINAL web.pdf), the primary purpose of the national LEA is to review laws, regulations and policies, access to justice and law enforcement in the context of HIV, to identify the nature and extent of stigma, discrimination, gender inequality, gender-based violence and human rights abuses affecting key populations as outlined in the LEA manual. The national LEA also aims to assess the effectiveness of the legal framework in protecting rights and promoting universal access to services. As guided by the LEA Manual, a five-stage process will be followed to support the national LEA with the involvement of all key stakeholders and the establishment of a Technical Working Group which is as follows:
· Planning
· Assessment
· Feedback and finalization
· Dissemination, implementation and impact
· Documenting the process: communication, monitoring and evaluation, coordination
