Vaughan is your place to grow.Position OverviewResponsible for enforcing City of Vaughan By-Laws and other regulations including identifying, investigating, and reporting alleged offences and monitoring compliance with such by-laws in accordance with applicable legislation, including, but not limited to, parking, signs, licensing, zoning, noise, dumping, road-side sales, idling of vehicles, etc.ResponsibilitiesKey Responsibilities:

  • Carries out all legislated and legal requirements of a Provincial Offences Officer and Municipal Law Enforcement Officer, including the interpretation and application of a broad range of City of Vaughan By-Laws and Provincial Statutes in a manner that ensures the integrity of law enforcement activities to be independent, neutral and impartial.
  • Conducts proactive and reactive inspections and investigations with an emphasis on Parking and Sign By-Laws, but also including and not limited to other municipal by-laws and includes all related administrative duties.
  • Employs appropriate investigative techniques guided by standard operating procedures to gather and analyze evidence and develop and implement investigative plans, including conducting interviews of complainants, offenders, witnesses and others having relevant information, conducting surveillance, and seizing, collecting, documenting and properly storing all evidence.
  • Patrols assigned areas on a regular basis on foot, bicycle/e-bike, or vehicle, as assigned to monitor compliance with provincial legislation and City by-laws.
  • Issues and serves Notices of Violation, Orders, Part I’s, Part III’s and other processes of the Provincial Offences Act, Administrative Monetary Penalty Notices, and other documents for non-compliance with the City of Vaughan By-Laws and Provincial Statues.
  • Arranges for the confiscation of illegal signs and the removal (tow) of illegally parked vehicles.
  • Creates, opens, and maintains investigation files in the City’s databases.
  • Maintains City records in the appropriate data management systems and Officer Notebooks with the required confidentiality related to the investigation process. Complies with Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) regulations and requests.
  • Establishes and maintains collaborative relationships with internal/external agencies to ensure investigations are comprehensive and wholesome, such that any necessary referrals are sent in a timely manner.
  • Interacts with the public, other law enforcement agencies, property owners, tenants, contractors, solicitors, City and other government officials/agencies, when required.
  • Responds to enquiries and resolves/refers as appropriate complaints from the public, staff and to referrals from outside agencies such as Police, Fire, etc. with regard to the enforcement of City by-laws, regulations, policies and procedures.
  • Responds to inquiries from the public and/or other agencies, in accordance with organizational standards and legislative requirements to ensure compliance with all City of Vaughan By-Laws and Provincial Statutes.
  • Prepares detailed reports of evidence and completes necessary documentation/processes required for court proceedings, including preparation of Information(s) for Provincial Court, filing summons’ for pending court cases, etc., in consultation with the Enforcement Services Management Team.
  • Presents testimony and evidence in court, as required.

Other Duties:

  • Provides support to Clerk’s Department during Municipal Elections as well as security back up support to the Special Enforcement Unit for City assets.
  • Arranges Summons Service and filling of summons for pending court cases for other departments such as Fire Prevention, Building Standards, etc.
  • Participates in training new employees, as required.
  • Conducts special project work and attends public relations/education sessions, as assigned.
  • Responsible for general maintenance and completing reports of assigned equipment such as, electronic enforcement equipment, radios/laptops, etc.
  • Cleans and disinfects fleet vehicles and equipment; ensures maintenance and service records are kept current. Recommends/requests maintenance and service as needed.
  • Participates in special enforcement projects such as mobile licensing during road safety blitzes, city festivals and functions, special events, etc.
  • Performs other duties related to the position which may occur in unplanned or emergency situations, including the enforcement of provincial statutes or provincial orders as delegated by the government of Ontario, emergency operations, etc.
  • Responsible for ensuring compliance with the Ontario Health and Safety Act and Regulations and the Corporate Health & Safety policy and related procedures.
  • Responsible for ensuring compliance with the Accessibility for Ontarians Disability Act (AODA) and related policy and procedures.

Qualifications and Experience

  • Secondary School Graduate.
  • Post-Secondary courses in Law Enforcement/Investigative Studies discipline, or suitable

equivalent.

  • Minimum of two (2) years related enforcement experience, preferably in a municipal

environment.

  • Valid non-probationary Ontario “G” driver’s license, in good standing.
  • Working knowledge of municipal by-laws, enforcement processes, the Provincial Offences

and Highway Traffic Acts and court proceedings.

  • Good organizational and report writing skills, accompanied with computer literacy and the

ability to deal courteously and effectively with the public and staff.

  • Applies a customer service approach in interactions with others and, when problem-solving

and addressing by-law infractions, utilizes alternate dispute resolution and/or mediation.

  • Successful candidate must provide a “Vulnerable Sector Check” from an accredited police

service prior to employment.

  • Expected to work independently and in a team environment in the field and wear a uniform

and all issued personal protective equipment at all times while on duty.Working Conditions:

  • Standard office environment and in-field work.
  • Prolonged use of vehicle throughout shift, including driving, loading/unloading, stocking, etc.
  • Availability to work outside normal business hours, as required and in accordance with the Collective Agreement. Availability to work rotating shifts, including evenings/nights, weekends, and statutory holidays.
