  1. Background/Context

Norwegian Refugee Council (NRC) will be Consortium Lead and grant holder of a significant multi-partner consortium grant funded by the European Commission Department for International Partnerships (INTPA) focusing on the following sectors: Education, Livelihood, Health and Protection. Advocacy activities are also planned. Current project will end in January 2025. NRC applied for 3rd consortium proposal for 2025-2027.

NRC is seeking an experienced consortium Manager to manage the coordination and grant administration of this next phase of the INTPA-funded project with NRC as Grant Holder. The Consortium Manager is line managed by the NRC Country Director and will provide oversight of the Consortium Coordination Unit whilst being the liaison between the Steering Committee (made up of senior representatives from each NGO) and the members of the consortium. The Consortium Manager will facilitate the grant management, donor liaison, the intra-partner engagement and information sharing as well as provide technical support to partners, in particular on M&E, grants management issues and financial management and compliance.

  1. Generic Responsibilities

The following is a brief description of the role:

  • Facilitate all aspects of grant management and administration
  • Facilitate Steering Committee and Technical Working Group meetings on a regular basis
  • Oversee harmonised monitoring & evaluation and ensure availability of meaningful data on quality of project implementation
  • Represent the consortium in relevant fora as directed by the Steering Committee
  • Support Consortium members adherence to the INTPA policies, tools, handbooks and guidelines; provide compliance spotcheck / audit support and coordination
  • Overall management of the Consortium Coordination Unit (CCU)
  • Coordinate design and delivery of External evaluation of Phase 1I of the Consortium and dissemination of lessons learned
  • Coordinate development and successful submission of Final report for Consortium Phase 2
  • Facilitate collaboration and consensus of Consortium members around matters of project design, implementation, operational principles, trouble-shooting and monitoring
  • Coordinate and facilitate operational and strategic issues amongst Consortiium members; proactively identify opportunities for harmonisation or collaboration for improved efficiency;
  1. Professional Competencies
  • Minimum 5 years of experience of grants management and programmatic implementation in a humanitarian/recovery context
  • Experience and relevant technical background in some of the consortium sectors ie.: education, ICLA, health and livelihoods
  • Experience from working in complex and volatile contexts
  • Experience in mainstreaming protection concepts within a humanitarian operation.
  • Ability to coordinate tasks and work processes and work with short deadlines
  • Previous experience managing a partnership/consortium
  • Previous experience working with INTPA as a donor
  • Diplomacy and facilitation skills are essential
  • Knowledge of the Afghanistan displacement context and the Sub-region is an asset
  • Knowledge of Persian language is an asset

For the past 40 years, Iran has hosted one of the largest and most protracted refugee crises in the world. Two years after the political changes in Afghanistan, at least 4.5 million Afghans reside in Iran, making it the largest refugee hosting country worldwide. This number comprises 750,000 Amayesh cardholders (long-term registered refugees), 267,000 visa holders (long-term Afghan residents in Iran), 360,000 with a residence permit, 2.6 million people who joined a 2022 government-led registration exercise, and a further large number of undocumented persons.

Iran’s inclusive policies grant access for all Afghans to primary health care, and Afghan children can study in Iranian public schools. Amayesh and visa holders are allowed to work in certain job categories. Despite the inclusive policies and support from the international community, Afghans still face challenges finding and retaining a stable income. This affects their ability to secure housing and keep their children in school, and could adversely impact their ability to renew their documentation and legal status on time.

The re-imposition of US sanctions on Iran in 2018 and the Covid-19 pandemic have further pressured Iran’s economy, increasing the challenges faced by all Afghans in Iran.
