GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
CONTEXT AND GENERAL OBJECTIVE
The Pharma Support Officer is a new position created for working collaboratively with all stakeholders in headquarters and projects with the objective of improving various aspects of the purchase, handling and managing of pharmaceutical products. This requires the implementation and follow-up of good and effective practices and developing an institutional pharmacy quality culture.
RESPONSABILITIES
- Local Purchase (LP) validation: support in LP rating for all the medical items: medicines, medical devices. therapeutic food, biomedical equipment, update of OCBA LP databases
- GSDP: contribute to drafting GDP policies, SOPs, and related guidance documents for the Section. Liaison et collaboration with Supply Chain Unit in the analysis and definition of corrective and preventive actions after self-inspection and CAPA system performed by Supply Chain Unit.
- Cold chain support (CAPA definition, documentation) and back-up:
- Cold chain contingency plan: revision for the missions. Ensure follow-up of reported breakdowns in collaboration with Cold Chain Ref. (Log Dept.) iv. Member of DL_COLDCHAIN mailing list. Backup for cold chain ruptures of Med Refs (Vaccines/ Lab/ Pharm) when required. Support on cold chain days trainings (creation of material, facilitation of trainings, liaison with biomed referent
- Quality alerts: adaptation, diffusion and follow-up of quality alerts and batch recalls from International Office and Global Supply Centres. Support to the fields regarding consequent actions required. Support to the field on the process of placing and analysing their own quality complaints. Record and archive all types of medical products quality events.
- Pharmacy tool kit: responsible for its maintenance, ensuring replacement for updated and proper diffusion of policies, SOP, guidelines, practices and tools included in the area Pharmacy in the Medical Dept. SharePoint.
- NST subscription and database: support the process liaising with MSF Logistique and Medical Department Referents for validation of NST included in OCBA medical orders and outside of MSL. In charge of maintenance of NST validation database
- OCBA MML: support UNIDATA warrantor on the process of liaising UNIDATA monthly and annual updates with Medical Department and biomed Referents for inclusion / removal of articles from OCBA MML. Ensures coherence among MML restrictions and required agreements vs MSFLog subscriptions
- AKIBA implementation: supports the field implementation of the AKIBA related tools to overcome any technical inconvenience related with the medical department predefined processes.
- Meeting participation accordingly.
- Back-up for Medical Department Pharmacists when needed.
- Training: presentation, preparation, support and revision of two intersectional training:
- Pharmacy and medical stock management
- Pharmacist training
- Support on Waste Management Days, Cold Chain Days, Biomed Days and potential emergent training needs.
SELECTION CRITERIA
- Diploma in Pharmacy.
- Minimum 2 years of experience MSF in field positions (Project/Mission Pharma or Pharma Coordinator) or MSF HQ experience in pharma-related positions.
- OCBA experience is an asset.
- Computer literacy Is compulsory, especially Excel. Data base management knowledge and other Office 365 apps are an asset.
- English compulsory; French and/or Spanish desirable; Arab will be an asset.
CONDITIONS
- Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Dakar, Bogotá or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
- Part-time job 50%.
- Contract duration: 12 months with possibility of extension.
- Annual gross salary: HQ 3B level + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
- Starting date: As soon as possible.
