Position Summary
Working closely with and reporting to the Manager of Planning, the Planner will be responsible for the processing of planning applications under the Planning Act. The Planner is also responsible for providing planning advice and opinions to the Manager of Planning, Committee of Adjustment, Committee of the Whole, Administration, Council, and members of the public in connection with all aspects of planning and development within the Town.Responsibilities * Pre-consult with applicants, conduct site visits and inspections as required, research and prepare planning reports, and liaise with other municipal departments through the Technical Advisory Committee to appropriately process the following applications under the Planning Act:

  • Site Plan Control
  • Committee of Adjustment (Consents, Minor Variances, etc.)
  • Zoning By-law Amendments
  • Official Plan Amendments
  • Plans of Subdivision and Condominium
  • Part Lot Control Exemptions
  • With direction from the Manager of Planning, lead municipal responsibilities related to the Committee of Adjustment, including, but not limited to:
  • Attending COA meetings and providing professional presentations of applications to the Committee.
  • Acting as Secretary-Treasurer as set out in the Planning Act, and in collaboration with Planning Office Support, preparing public notices, COA Agendas, decisions sheets, notice of decisions and notice of passing, and meeting minutes.
  • Reviewing and managing all conditions and reference plans and stamping all title deeds.
  • Providing updated information to the Town’s GIS for each finalized application.
  • Staying current on legislation affecting the COA and providing information and reports to the COA regarding changes to legislation affecting the COA.
  • With direction from the Manager of Planning:
  • Processing applications to be presented at Council and Committee meetings.
  • Preparing sound planning reports and professionally presented applications and reports to Council for discussion and decision as required
  • Creating By-laws for zoning by-law amendments and official plan amendments.
  • Preparing development agreements for applications such as Site Plan Control and Plans of Subdivision and Condominium.
  • Updating, editing and maintaining all Planning Department applications and reference material, including but not limited to planning application forms, standard operating procedures, the Development Manual, population and municipal profile information, and the GIS database
  • Preparing documentation packages for submission to the Ontario Land Tribunal (OLT) and providing expert evidence at the OLT.
  • Leading municipal responsibilities related to Heritage, including:
  • Assisting in the maintenance of an inventory of heritage sites and natural features and promote the same in planning documents as appropriate with direction from the Manager of Planning and the Clerk.
  • Acting as Secretary to the Heritage Committee, including preparing public notices, Agendas, and minutes.
  • Acting as a resource to the Committee to facilitate collaboration with municipal planning, building, and other shared corporate interests and priorities.
  • Assisting the Director, Community and Development Services and Manager of Planning on special projects related to planning, including Main Street revitalization, façade improvement plans, and community improvement plans and other policy initiatives.
  • Processing and administering property standards complaints.
  • In consultation with Engineering and Infrastructure Services, planning and coordinating the development of municipal trails, CWAT trails, and other Active Transportation initiatives.
  • Acting as a resource and attend meetings of Statutory, Standing or Ad Hoc Committees related to Heritage, active transportation and economic development, as required.
  • Providing professional planning responses to inquiries or otherwise communicate with the public, developers, local government or other agencies regarding issues related to planning.
  • Other related duties as assigned.

Qualifications * Minimum University degree in Land-Use Planning, Urban Geography, or related field.

  • Registered Professional Planner and member of the Canadian Institute of Planners (CIP) and Ontario Professional Planning Institute. Or, if not a member, the successful applicant will actively work towards obtaining a Registered Professional Planner (RPP) designation with the Ontario Professional Planning Institute (OPPI) within 3 years of joining the Town.
  • Two years’ municipal experience in municipal planning, or related municipal experience
  • Experience in preparing and delivering planning evidence at Ontario Land Tribunal hearings, having effective organizational, written and oral communication skills will be an asset.
  • Working knowledge of the Planning Act and other related legislation.
  • Sound knowledge of computer and software applications required to perform planning duties. Working knowledge of Laserfiche, GIS and Cloudpermit is an asset.

Working Conditions Working within an office environment with office hours being 8:30 a.m. to 4:30 p.m. (35 hours per week). Will be required to attend Committee and Council meetings during the day and evening hours as required.Wage Rate
$91,126- $113,907 (Salary Group 7)
