The position of Planning and Policy Specialist is assigned to the Strategy, Policy, and Business Process Division (SPBwithin the Strategy, Policy, and Partnerships Department (SP. You will be based at our Headquarters in Manila, Philippines.

You will report to Director, SPBP and will supervise National Staff and Administrative Staff.

Your Role

As a Planning and Policy Specialist, you will support corporate strategy and policy development, coordination and foster alignment of operations with ADB’s medium to longterm directions and strategies. You will also participate in reviewing policy, strategy, and business processes in selected areas; and advise operation departments in ADB’s policies and business processes and provide support to Management on institutional communications related to the corporate strategy and planning issues.

  • Contribute to the development, reform of ADB’s strategy, policies, business processes, including Operations Manual (Osections and Staff Instructions (Sto ensure that they remain relevant.
  • Contribute to strategic planning and policy coordination including on integration of knowledge in ADB operations.
  • Provide operational support by clarifying issues and answering questions about specific directional documents and guidelines found in OM and associated SI.
  • Collaborate with several departments and offices on implementation of business processes.
  • Support operation departments to ensure consistency with applicable operational policies and appropriate choice of modality.
  • Undertake special initiatives assigned to SPD and participate in different committees, working groups, and task forces.
  • Provide support to Management and the Board of Directors on strategic planning issues, including preparation of briefing material, reports and internal and external communication.
  • Act as a resource person for internal training and external briefings on ADB strategies, policies, and procedures.
  • Foster knowledge sharing and communicate relevant information, findings, and lessons on operations policies, business processes, and strategic initiatives.

Qualifications

You will need:

  • Master’s Degree, or equivalent, in law, economics, finance, business, public administration or fields related fields. Alternatively, university degree in related fields combined with additional relevant professional experience can be considered.
  • At least 6 years of relevant professional experience working with key developing member country stakeholders, including governments, private sector, civil society and others, including organizing and implementing workshops and seminars.
  • International experience working in developing countries, experience in Asia.
  • Good understanding of ADB or any similar multilateral development bank’s products and services. Firsthand experience in an ADB regional department.
  • Thorough knowledge of strategic goals, priorities and operational procedures of ADB or similar multilateral institutions.
  • Ability to share and use relevant knowledge to benefit the broader ADB community.
  • Ability to operate as part of a team and to coach team members to develop their capabilities and potential.
  • Excellent oral and written communication skills in English.
