Shape and deliver impactful influencing strategies for the Ukraine humanitarian crisis. Collaborate with the ACE Manager, Oxfam Country Teams, partners, & allies to implement a regional advocacy strategy emphasizing humanitarian, local, and women’s leadership. Ensure advocacy efforts are evidence-based and follow a “local to global” approach. Coordinate with key stakeholders, develop policy solutions, and represent Oxfam in external coalitions and working groups.
Responsibilities:

Strategy Implementation:
- Implement regional advocacy strategy with a focus on local and women’s leadership.
- Develop an action plan informed by project staff and partners.

Coordination:
- Work with programme staff for strategic influencing at all levels.
- Coordinate efforts with country, regional, and affiliate offices.
- Collaborate with partners to support policy development and advocacy activities.

Support and Guidance:
- Provide advice on policy and advocacy solutions.
- Support country advocacy efforts and develop approaches with civil society organizations.
- Lead processes to support partners, enhancing their influencing abilities.
- Prioritize partners’ and beneficiaries’ voices in advocacy work.

Representation and Reporting:
- Represent Oxfam in coalitions and working groups.
- Report on advocacy components and monitor advocacy budgets.

Communication:
- Contribute to global campaigns and advocacy efforts.
- Ensure Oxfam’s positions are up-to-date, relevant, and consistent.
- Produce policy materials like briefings, statements, and reports.
- Provide regular updates on significant issues.
- Brief Oxfam representatives on Ukraine developments.
An ideal person for the role will have:
- Strong knowledge of global humanitarian and conflict issues, especially localisation, humanitarian principles, International Humanitarian Law, and the impacts on women and girls.
- Understanding of inequality and gender justice issues.
- Excellent analytical, writing & negotiation skills.
- Ability to liaise with diverse stakeholders with credibility and diplomacy.
- Experience in advocacy on conflict, gender, and displacement.
- Proven track record in developing power analyses and advocacy strategies.
- Experience with partner organisations and a partner-led approach.
- Lived experiences with intersecting systems of oppression and addressing power imbalances.
- Adherence to Oxfam’s vision and principles, including feminist and humanitarian principles.
- Excellent English language skills. Knowledge of Ukrainian and/or Russian is an added value.
