The Development Co-operation Directorate (DCD) supports co-ordinated, innovative, international action to accelerate the implementation of the 2030 Agenda in developing countries and improve financing for the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development co-operation, supporting the OECD Development Assistance Committee (DAC),  and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance.

DCD’s Reforms and Partnerships for Development Impact (RPDI) Division is looking for a Policy Analyst to work on results-based management and evaluation. RPDI works by spurring behaviour change and reform, creating and monitoring norms and standards, increasing accountability and enabling DAC members and other partners to learn from each other to improve effectiveness and impact of development co-operation.

The candidate will provide support to the Development Assistance Committee’s Network on Development Evaluation (EvalNet), and support to RPDI capacity development, results-based management and policy reform workstreams. EvalNet brings together evaluation managers and experts from member countries and selected partners.  The Evaluation Network is one of the subsidiary bodies of the DAC, with the primary objective to contribute to improved development effectiveness by promoting strong evaluation practices and systems.

The selected candidate will conduct research and analysis, write papers and carry out other tasks to support the Evaluation Team and the RPDI Division in delivering its programme of work and budget, with a focus on cross-directorate work on evidence and learning to support reform. The selected candidate will report to the Head of the Evaluation Team, under the guidance of the Head of Division.

Job Description

Main Responsibilities

Policy Analysis and Advice

  • Analyse, strengthen, and update the evidence base on key topics related to effective support to sustainable development through primary and secondary research, syntheses, evidence gap/evidence mapping, and meta-analysis.
  • Present analysis findings and conclusions in briefs, insight reports and other publications.
  • Identify and share best practices in relation to the scaling and impact of effective or innovative approaches to achieving sustainable development outcomes and impacts.
  • Analyse reports on the DAC Evaluation Resource Centre (and related libraries) on priority topics to identify trends, distil evaluation findings and lessons, and develop key policy lessons and recommendations.
  • Stay abreast of and review existing policies and practices of members and non-members to identify and track trends.
  • Undertake regular research on emerging challenges and opportunities related to international development co-operation to understand the needs and interests of core audiences.
  • Carry out diagnostics and analysis on development agency practice with results management and evaluation at corporate and country levels.
  • Provide tailored technical advice on results-based management and evaluation approaches and systems to DAC members and other providers of development co-operation.
  • Design and lead capacity building initiatives to strengthen institutional capabilities in development co-operation agencies. This includes conducting assessments of institutional capabilities, identifying areas for improvement, and providing expert advice and support to development agencies undertaking institutional reform projects.

Meeting Support and Facilitation

  • Draft documents and presentations to communicate analysis and conclusions to the DAC, subsidiary bodies, and other audiences.
  • Support the DAC Network on Development Evaluation, and other DAC Communities of Practice and Networks, including through meetings and events (virtual and onsite), supporting their preparation, facilitation, and follow up (including note taking and the preparation of summary notes).

Representation and Liaison

  • Contribute to responses to internal or external requests for information about OECD work on developing countries and DAC member activities, including developing and regularly updating standard briefs on key topics.
  • Support the activities of the DCD and DAC through analytical inputs and briefs on the role of data, reviews, results, innovation and evaluation, bringing an RPDI perspective into other work of the OECD and DCD.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in public management, sustainable development, international development, international relations or other relevant discipline.

Professional Background

  • A minimum of four but preferably six years of relevant experience in development co-operation.
  • Experience in supporting evidence-based decision making through reviews, results management and reporting, and/or evaluation.
  • A good understanding of the context of international development co-operation, including familiarity with political dynamics and current trends.
  • Proven research skills for carrying out analysis and synthesising complex information.
  • Good knowledge of research methodologies, including capacity to apply key concepts, such as credibility, bias, internal and external validity.
  • A demonstrated ability to give effective oral presentations and prepare high quality reports and presentations, tailoring content and style to different audiences (including policy makers, and technical and general audiences).

Tools

  • High level of computer literacy. Experience using social media platforms to share knowledge or communicate research, and good knowledge of web tools would be an asset.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reaching a good working level.
  • Knowledge of Arabic, Chinese, Spanish or Portuguese would be an asset.

Core Competencies

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Contract Duration

  • One-year fixed term appointment with the possibility of renewal.
