The International Transport Forum (ITF) is a global intergovernmental organisation with 69 member countries within the OECD family. The ITF works to foster a deeper understanding of the role of transport in economic growth, environmental sustainability and social inclusion and to raise the public profile of transport policy. It acts as a platform for discussion and pre-negotiation of policy issues across all transport modes. We analyse trends, share knowledge and promote exchange among transport decision-makers and civil society. The ITF’s Annual Summit is the world’s largest gathering of transport ministers and the leading global platform for dialogue on transport policy.

Job Description

The ITF is looking for a dynamic and skilled Policy Analyst / Project Manager to lead and contribute to both qualitative and quantitative policy analysis in response to a broad variety of policy questions (e.g. decarbonisation, digital technologies, sustainable infrastructure development, etc.). The ideal candidate will have proven work experience in project management and policy analysis in the transport sector and the ability to effectively communicate outputs and ideas to a range of technical and non-technical audiences. The retained applicant will be part of a multicultural team of economists, policy experts, researchers, modellers, and statisticians, where teamwork and the capacity to work independently are required. He/She will report to the Team Lead of Empirical Policy Analysis in the Research Centre of the ITF.

Main Responsibilities

Policy analysis

  • Independently analyse transport policy issues and lead the preparation of reports for publication, guidance documents, policy briefs and presentations concerning mobility, innovation and sustainable development.
  • Independently analyse the policy implications of green transport solutions, the adoption of new mobility services, and transport-related technology developments to help identify necessary policy measures and actions for achieving efficient, sustainable, and resilient transport systems.
  • Act as technical expert and the ITF’s “go-to” person for one of the above-mentioned subject areas.
  • Analyse policy topics in other areas, such as safety, gender and social equity, digital technologies, infrastructure planning, etc.
  • Contribute to the ITF’s ability to identify emerging issues, fields of work, and research that have policy relevance for transport decision-makers.

Project management, liaison and organisation

  • Independently manage research and policy analysis projects, working closely with and reporting progress to the team leads and other project managers, and ensuring projects are kept on time and on budget.
  • Effectively engage with policy officials from member countries, the private sector, other intergovernmental organisations, and international financial institutions to ensure effective collaboration.
  • Represent the ITF at international conferences and meetings under the guidance of the team lead.
  • Independently organise meetings, workshops, and panel sessions for the ITF, including the ITF’s Annual Summit, and in cooperation with external organisations.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in a relevant field involving critical analysis, such as transport policy, transport and urban planning, economics, engineering or a related discipline.

Professional Background

  • At least five years of relevant experience in transport policy analysis or research.
  • Experience in assessing the socio-economic and environmental impacts of transport infrastructure development, emerging mobility trends and/or new technology developments in transport-related services.
  • Demonstrated expertise in one of the above subject areas (e.g. demonstrated via relevant publications and/or the leading of relevant research projects).
  • Demonstrated capacity to author high-quality policy analysis reports under tight deadlines.
  • Experience with handling data and conducting data-driven analysis and research projects.
  • Experience in coordinating and managing projects, ideally multiple at a time. Demonstrated ability to keep projects within planned timelines and budget and ability to deal effectively with competing project demands.
  • Experience mentoring or managing more junior staff members.
  • Excellent oral and written communication skills.

Tools

  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, etc.)
  • Proficiency with data analysis and visualisation (e.g. R, Python, QGIS, etc.) would be an advantage.
  • Knowledge of transport modelling theories and related experiences would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Core Competencies

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Contract Duration

  • Two-year fixed-term appointment, with the possibility of renewal.

Salary Information

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen for end of September 2024, and panel interviews are planned for the end of October 2024.
