Please visit:The Generation, Transmission and Markets branch under the Ministry of Affordability & Utilities manages the legislation, regulations and policies related to the generation and reliable transmission of electricity and Alberta’s wholesale market to ensure that electricity is traded in a fair, efficient, and openly competitive environment.Role ResponsibilitiesThe Ministry of Affordability and Utilities is currently seeking an agile and driven Policy Analyst to support the development and implementation of policies concerning Alberta’s electricity industry. This position supports the unit in performing advanced level research, analysis, and policy advice in alignment with provincial and federal strategic objectives. In collaboration with internal and external stakeholders, the Policy Analyst will create high quality reviews and briefing materials to facilitate government decision making, public engagement and communication with stakeholders. The Policy Analyst is also responsible for monitoring high priority initiatives/projects and identifying emerging issues in a sector undergoing rapid change as it faces the energy transition.Under the Supervision of the Manager, Generation, Transmission and Markets Policy, the Policy Analyst also reviews Alberta Utilities Commission (AUC) decisions and Alberta Electric System Operator (AESO) rules to identify impacts on existing policies and makes recommendations founded on prevailing economic trends to branch leadership to proactively mitigate concerns.The incumbent must be agile and able to successfully take on emerging responsibilities as the role evolves, as well as demonstrate excellent self leadership skills, outstanding communication skills, and the ability to strategically align unit goals to the overall goals of the department.APS CompetenciesCompetencies are behaviors that are essential to reach our goals in serving Albertans. This link will assist you with understanding competencies:QualificationsUniversity graduation in a related field such as Economics, Business, Environmental Science, Engineering, Social Sciences, Law, or other related field plus a minimum of two (2) years of progressively responsible related experience in research and applying analytical skills (data or information analysis), project management, and stakeholder engagement. Equivalencies will be considered as described below:Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

The following are considered assets to this position:

  • Experience working within the energy and/or electricity sector, including the interpretation of acts and regulations (Electric Utilities Act, Alberta Utilities Commission Act, Hydro and Electric Energy Act and the Transmission Regulation).
  • Experience with interpreting legislation, regulations, and policies to provide feasible recommendations to Management and executive leadership.
  • Experience working in the public sector or within public sector decision-making processes.
  • Project management certification is considered and additional asset.
