As Principal Country Specialist, you will support the Regional Director, SGO in the strengthening of the SGO as a OneADB office geared toward enhancing ADB’s engagement with Singaporean counterparts in the public sector (government, state enterprises, academia and think tanks) with a view to leverage Singapore’s cutting-edge ecosystem around climate change, innovative finance, and digital technology leadership, while maintaining a focus on catalyzing private sector investment from Singapore-based entities into ADB’s developing member countries.

You will:

  • Monitor and facilitate implementation of the ADB-Singapore Memorandum of Understanding.
  • Build and maintain relationships with key decision makers, government agencies, opinion leaders, academia, business communities, philanthropies, civil society, Singapore-based international organizations, and media.
  • Establish and maintain effective relations with senior government officials and serve as the communication link between the Government of Singapore and ADB.
  • Coordinate thematic interests of Singaporean partners through a OneADB approach in order to effectively liaise ADB with Singapore interests and vice versa. This includes: (i) deepening partnerships and knowledge exchanges among Singapore governmental bodies; (ii) building on or establishing new relationships with think tanks/research organizations and other actors in the Singapore ecosystem.
  • Initiate and participate in policy-oriented events, monitor and report on major policy discussions and their implications for ADB.
  • Improve ADB’s knowledge base on high-potential firms and knowledge institutions.
  • Collaborate with DOCK and ADB’s knowledge departments, including ADB Institute, to promote ADB research, analysis, and knowledge products among targeted constituencies in the international development community, government and intergovernmental sectors, private sector, civil society, think tanks, universities, and the media. Support the dissemination of Asian Development Outlook and other major ADB publications.
  • When assigned, represent ADB in conferences, seminars, and media interviews; carry out outreach to stakeholders in disseminating ADB’s views and advocacy.
  • Oversee external relations activities in SGO.
  • Support the Regional Director, SGO to efficiently manage SGO including preparation and management of SGO budget, workplan; management of office set-up; security, including the crisis management plan; reporting of SGO activities and information management; and human resource management.
  • Undertake other duties that may be assigned and reflected in the incumbent’s workplan.
  • Performs other tasks as reflected in the incumbent’s work plan.

Qualifications

You will need:

  • Master’s Degree or equivalent, in Economics and/or other areas such as Development. Alternatively, University degree in Economics and/or other areas such as Development or related fields and at least 5 years specialized experience relevant to the position can be considered.
  • At least 12 years of relevant professional experience in economics and/or development planning and policy formulation, implementation, and coordination.
  • Familiarity with ADB’s policies and procedures.
  • Proven leadership capabilities
  • Able to mentor team members, providing guidance and advice on project or technical-related matters
  • Able to coach team members to develop their capabilities/potential.
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries.
