Organizational Setting and Reporting Relationship
The position of Principal Secretariat Specialist is assigned in the Office of the Secretary (SEC). SEC provides strategic and operational support to ADB, the Board of Governors (BOG), and the Board of Directors (BOD). You will be based at our headquarters in Manila, Philippines.
You will report to the Assistant Secretary, SEC and will oversee junior staff members.
Your Role
As a Principal Secretariat Specialist, you will oversee and provide technical guidance in all aspects of Board operations, including Board meetings, Board Week, informal Board sessions, informal Board meetings, and other Board-related meetings.
You will:
- Assist the Secretary and Assistant Secretary in providing information to the BOD, working with relevant departments and inter-departmental working groups.
- Oversee the full cycle of Board meetings, informal Board sessions, and other Board-related meetings, from planning the annual calendar to managing post-meeting requirements.
- Oversee the schedule of BOD activities, collaborating with relevant departments and offices to minimize year-end and quarter-end bunching.
- Provide advice on meeting procedures and oversee secretariat support, including preparing notices, agendas, minutes, and distributing documents. Oversee meeting logistics, including venue arrangements, virtual platforms, and necessary resources, to ensure smooth execution.
- Manage the approval and release of Board decision notifications to relevant heads of departments and staff in the Management Approval System.
- Provide regular updates to the BOD on indicative pipelines, Board calendar, and projections for item approvals.
- Lead efforts to enhance Board-Management strategic engagement, including the planning and implementation of the Board Week.
- Monitor the progress of Board decisions and recommendations, and follow up on action items to ensure completion and accountability.
- Advise the Secretary on Board-related issues.
- Oversee document management for Board operations, including the minutes of Board meetings, ensuring that all decisions and action items are documented and circulated promptly.
- Lead reporting staff, providing clear guidance, performance monitoring, feedback, and development opportunities.
- Provide support to a Board committee as needed.
- Provide support to the management of events, including the Annual Meeting of the Board of Governors, as needed.
- Perform other related secretariat tasks as assigned by the Secretary and Assistant Secretary.
- Provide leadership, supervision, and support to reporting staff.
- Ensure the ongoing learning and development of reporting staff.
Qualifications
You will need:
- Master’s degree in economics, business management, communications or related fields. Alternatively, a university degree in related fields combined with additional relevant professional experience can be considered.
- At least 12 years of relevant professional experience, preferably with experience in corporate governance. International experience working in several countries
- Demonstrated client orientation; sensitized to working in a diverse and multicultural environment.
- A high degree of integrity in handling confidential matters.
- Familiarity with operations, policies, and procedures of multilateral development banks and financial institutions.
- Experience dealing with senior staff, Management, Board members, and high-level government officials.
- Excellent written and oral communication skills in English.
