USAID’s Center for Education needs short-term technical assistance to provide Private Sector Engagement (PSE) technical expertise to support the Center’s strategic engagement and partnership with the private sector. This is a part- or full-time consultancy with a maximum LOE of 960 hours and an immediate start date.
In accordance with updates to USAID’s policy framework for private sector engagement (PSE), education, and locally-driven development, the Center for Education needs to update their PSE in Education Plan. In addition, USAID’s PSE Modernize along with recent reviews on Mission PSE needs and partnership management will inform the Center’s strategic and operational functions to promote intentional engagement and partnership to advance education policy goals and strengthen development outcomes.
The consultant will report to the Center’s PSE Senior Advisor, who serves as a subject matter expert. The consultant will be responsible for conducting research to inform updates to the PSE in Education Plan, including Mission support, capacity building, implementation guidance, and communications and knowledge management.
The consultant will work remotely for a period from on or around September 9, 2024 through March 7, 2025. The expected level of effort for this consultancy is 960 hours.
Responsibilities
Conduct independent research and organize internal consultations with new IPI/EDU teams in the Center, PSE Hub network, and Missions to identify technical priorities and opportunities for private sector engagement;
Identify needed internal capacity building activities and propose recommendations for strengthening effective private sector engagement, partnership management, and knowledge capture;
Update/create partnership management and other tools to support education sector staff and future relationship managers;
Update PSE in Education resource materials to align with new USAID policy frameworks and PSE Modernize
Participate in discussions on strategies to connect to broader engagement and partnerships beyond PSE, including bilateral and multilateral donors, etc.
Other related duties and projects as assigned by the Center’s PSE Senior Advisor.
Knowledge and experience with USAID private sector engagement activities, including locally-led development; education sector experience preferred, but not required
Self-starter skills in project management, stakeholder engagement and facilitation, co-design, strategy development, communications and knowledge management, and other relevant skill sets aligned with USAID’s PSE competencies.
