Job Purpose
SYCAC is looking for a Procurement and Logistics Officer who will be responsible for managing and optimizing procurement and logistics operations. The role requires ensuring compliance with SYCAC’s policies and donor regulations while maintaining efficiency, cost-effectiveness, and high-quality standards.
Key Responsibilities
- Procurement Management
- Plan and oversee procurement activities, ensuring compliance with SYCAC’s and donor requirements.
- Analyze procurement needs, develop strategies to optimize costs while maintaining quality.
- Ensure a fair and transparent supplier selection process.
- Manage and update the supplier database, conduct market research, and assess supplier risks.
- Prepare procurement-related documentation, including technical evaluations, contracts, and purchasing committee minutes.
- Match invoices, delivery notes, and service completion certificates for financial reconciliation.
- Logistics Coordination
- Oversee logistics operations, ensuring the timely and efficient delivery of goods and services.
- Supervise warehousing, inventory management, and compliance with security and safety regulations.
- Ensure proper documentation of asset receipt, distribution, and inventory processes.
- Organize periodic market surveys and maintain supplier evaluation records.
- Compliance & Reporting
- Ensure procurement and logistics activities align with organizational and donor regulations.
- Prepare and submit periodic procurement and logistics reports.
- Participate in procurement committees and provide technical support.
- Maintain organized procurement and logistics records, both physical and electronic.
- Other Duties
- Work closely with other departments to streamline operations.
- Adhere to SYCAC’s policies, including the Code of Conduct and child protection measures.
- Perform additional related tasks as assigned by the direct manager.
Required Qualifications
✅ Education:
- A Bachelor’s degree in a relevant field (Logistics, Business Administration, Supply Chain Management, or similar).
✅ Experience & Skills:
- Minimum three years of experience in procurement and logistics within the NGO sector.
- Strong knowledge of donor rules and regulations.
- Experience in supervising procurement and logistics teams.
- Excellent planning, organizational, and analytical skills.
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint).
- Strong negotiation and problem-solving skills.
- Ability to handle multiple tasks under tight deadlines.
✅ Languages:
- Proficiency in Arabic, English, and Turkish (written and spoken).
