Position Description
The position will be responsible for the Procurement function in the country, and serve as the custodian of the Procurement Policies, ensuring compliance with thresholds and practices procedures, and donor procurement requirements. The position will provide capacity building to staff on procurement processes and support all procurements.
Key Responsibilities
- Lead the bi-annual service provider identification and review process, negotiate and prepare service level agreements for all regular suppliers.
- Following up with User Departments to provide the information required for the procurement plans.
- Lead major procurement processes e.g. for goods and services above $10,000 open or closed bidding processes, preparation of the documents, posting advertisements, and the review and selection process.
- Coordinate the procurement committee meetings and assist program teams and departments in preparing annual procurement plans.
- Manage the disposal processes.
- Manage fuel utilization, analyze and track regularly.
- Lead the security and risk portfolio, conducting risk assessments of all premises in the field and Kampala, ensuring appropriate measures are taken to secure staff and assets across the country.
- Support the provision of procurement services to the wider AKFU organization including Programmes.
- Provide required support in ensuring the delivery of best practice procurement including cost efficiencies, the agreement of acceptable commercial terms, supplier relationship management, process efficiency/compliance, and benchmarking of best practice.
- Locate the source of supply, and place orders with the appropriate bidder(s).
- Compare costs and evaluate the quality and suitability of goods and or services being procured.
- Interview and correspond with vendors.
- Confer with and assist CO and program staff to determine purchasing needs and specifications.
- Any other duties assigned from time to time.
Required Skills & Qualifications
- A University degree in Procurement, Logistics, and Supply Chain Management or other relevant degree.
- Postgraduate qualifications or professional certification is desired.
- Minimum of five (5) years experience in Procurement in a well-established NGO or from the private sector, with at least 1 year at a senior level.
- Proven experience leading procurement within an environment of strict compliance.
- Strong analytical, organizational, interpersonal, negotiation, and problem-solving skills.
- Ability to work well in a team and particularly a team across multiple geographies.
- Capacity to work independently, with attention to detail, take initiative, and manage a variety of activities simultaneously while meeting reporting deadlines and keeping colleagues and senior managers well informed.
- Strong familiarity with working using online and digital technologies including proficiency with Microsoft Word, PowerPoint, Excel, and other valuable presentation platforms.

- Comply with and follow AKF’s procurement procedures and requirements.
- Must know how to drive and posses a valid driving permit.
