  • Responsible to support the Country Director to lead the strategic development and implementation of programmes in the Philippines. As such, he/she will work and coordinate with multi-disciplinary teams and experts and field offices in developing and implementing programs in line with approved project documents and technical standards.
  • Commits to abide and promote the organization’s Charter of Principles, Code of Conduct, ethical policies (Safeguarding, Harassment, Anti-Bribery, Fraud, Corruption, etc.), sectorial policies and security protocols.

Key activities in your role will include

Objective 1: Ensure the implementation, monitoring and reporting of programs

  • Lead and ensure technical implemented projects and programs are in line with approved proposals, timeline, and budget and of sound quality of outputs
  • Technically review of all external reports to ensure that they are coherent and accurately reflect the implementation, including timely submission reports according to contractual obligations in coordination with Award and Emergency coordinator
  • Ensure financial execution plan for each project/program is in place and monitored closely in coordination with project teams, technical coordinators and head of departments
  • Ensure local partners and stakeholders are engaged and managed in line with Action Against Hunger’s technical policies and approaches and according to the contractual agreements.
  • Put in place a system to ensure projects/programs are reviewed on regular basis to identify potential problems and risks and necessary actions and measures are put in place

Objective 2: Lead project/program development in the Philippines

  • With the Country Director, Coordination Team and HQ Project Manager support the go- or no-go decision process to decide on whether or not to apply for funding.
  • Lead the proposal development ensuring that proposals are in line with Action Against Hunger’s Country Strategy and technically sound
  • Develop concept and technical notes based on Action Against Hunger’s Country Strategy, to position Action Against Hunger with potential donors.
  • Ensure cross-cutting issues are systematically integrated and monitored throughout project cycle Engage and coordinate with partners and stakeholders in developing proposal

Objective 3: Strategic Positioning, Planning and Program Development

  • To provide strategic leadership and direction to support the development of thematic sectors strategies in the mission.
  • Support the Country Director to lead the development, monitoring and implementation of the Country Strategy in the Philippines.
  • Ensure the mission strategy and annual action plans are regularly reviewed, updated and take into account lessons learned and changes in policies and strategies in the country and globally.
  • Ensure regular technical coordination with Technical Advisers and implementation unit in HQ to maintain the coherence of technical strategies and timely execution of the projects/programs
  • Lead external and internal technical evaluations and consultancies (drafting of TORs, selection of consultants and review of workplans and reports) to ensure that monitoring and learning from programs is conducted.
  • Support the Country Director to build strategic partnerships with external donors and stakeholders and represent Country Director as and when needed.
  • Ensure active participation of Action Against Hunger in technical positioning with donors, UN Clusters and Technical Working Groups.

Objective 4: Technical department Staff Management, Mentorship, and Development

  • Manage and coordinate the Technical Coordinators general work plan and activities and conduct regular performance evaluations.
  • Contribute to capacity strengthening and professional monitoring of the technical staff, Head of Project and Head of Base in the mission.
  • Oversee that all technical sector staff proactively build and maintain technical skills and competencies required for leading and/or advising on programme development.
  • Ensure that Technical Advisors are providing adequate and timely support to field teams through planning field visits and ensuring the documentation and follow-up of action points.
  • Assure the cohesion and the good communication of the technical staff within departments and field offices
  • Participate in the technical briefing/debriefing of the staff.

Objective 5: Technical Investigation and Development of Knowledge Management

  • Ensure learning by the country program from relevant best practice and assess performance regularly against agreed program objectives and indicators.
  • Propose and promote the use and/or development of the new technical and innovative methods and approaches, in coordination with Technical Advisors in HQ.
  • Support the Technical Team for technical programme inputs and quality measures, and evidence-based programming.
  • Support/supervise/conduct need assessments and exploratory mission in new areas in case of humanitarian needs and/or for development initiatives in coordination with operation and other departments.

Do you meet the profile required criteria?

  • Technical Knowledge:
    • Advance knowledge in the sectors of intervention of Action Against Hunger in the Philippines. (WASH, DRR/CCA, Nutrition, Health, FSL and Governance).
    • Advanced knowledge of humanitarian and development donor guidelines and procedures.
    • Strong knowledge of Project Cycle Management and multi-sector proposal writing
    • Ability to gather and analyze information in order to make strategic decisions and engagement in humanitarian and development sector.
    • Good understanding on the Philippine development and humanitarian sector policies, context and new development trends and initiatives in the country
    • Forward thinking, with ability to develop innovative ideas and solutions
  • Previous experience:
    • At least 5 years previous field experience in a humanitarian and/or development NGO with integrated (multi-sectorial) project management in the Philippines
    • At least 3 years of experience in project management both in emergency and development contexts.
    • Experience in community development and participatory approaches, institutional development.
    • Experience in management of volatile security contexts with capacity to face a stressful environment.
    • Demonstrated experience and skills in supervising technical teams, external technical consultants and consortium/partnership projects.
    • Previous experience and ability to build relationships and work with senior level government officials and other stakeholders.
  • Languages:
    • English is a must.
    • Excellent written and verbal communication and presentation skills in English
  • IT systems:
    • MS Office very strong command.
    • Advanced level of Excel.
  • Valuable prior experience in issues related to the promotion of gender equality and child rights or personal commitment to gender equality and child rights.
